In recent years, Inner Mongolia has made some achievements in technological innovation, but there are also some problems. In order to speed up Inner Mongolia to build an innovative society, and improve capacity for independent innovation, Inner Mongolia had launched the "technological innovation teams" construction plan, including a large number of scientific research teams in colleges and universities, scientific research institution innovation teams and the enterprise technology innovation teams. The government of Inner Mongolia had input the human capital, material and financial resources to the scientific and technological innovation teams, the autonomous region needs a set of scientific performance evaluation system, to test the output levels of technological innovation teams. In this paper, the enterprise technology innovation teams are the research objects.Enterprise is the main part of the national technology innovation, the innovation ability of science and technology has a huge role in enhancing the innovation of science and technology level of our country. And enterprise technology innovation is the main carrier of the teams, teams building has become a strategic need of enterprise is extremely urgent, its performance management becomes the enterprise performance management system is a very important content. The performance evaluation of enterprise technology innovation teams is an important link in enterprise performance management, therefore, studying the enterprise performance evaluation system of technological innovation teams building of Inner Mongolia, has important practical significances.This article introduces the research background, research ideas, research contents and research significance, etc. in first, through reading literature, to generalize the researches at home and abroad, then introduces the related theory of technological innovation teams, related theory of performance evaluation and performance evaluation of our country in the form of theory; By referencing to the research achievements of predecessors, after the teams discussion, selected the output oriented technological innovation teams performance evaluation index dimension; Using the hierarchical analysis method, through the way of experts giving the corresponding weights of every index, thus, constructs the evaluation index system of technological innovation teams performance; Then, to predict and analysis the implementation of the performance evaluation index, the performance evaluation of enterprise technology innovation teams in the Inner Mongolia problems that may arise during the implementation and the measures to solve the problems; Finally, on the basis of the above research results, summarized this article, elaborated the problems and explain that we still need to further discuss relevant problems in the future.
