Study On The Method For Determining Topographical Advantages And Location Level Of Forestland

Forestland transfer scale has increased year after year with reform deepen of forest rights. For guaranteeing forestland transfer according to the law, government has released a series of rule such as’ the measures for the administration of the circulation of collective forest rights’ to regulate transfer program and supporting service as forest resource asset appraisal. As a factor of production, Forestland has gotten optimal allocation in market, promoted reform deepen of forest rights, increased China forestry level of modernization and benefit, realized initial goal of the forest right reform.Development of forestland transfer market depends on forestland asset appraisal. Commencing business such as forest rights transfer, mortgage, forest insurance depends on forestland asset appraisal. In order to solve the problem in forestland asset appraisal, this thesis choices forest topographical advantages and location level as sally port. Base on rethinking problems of ’technical specification for assessment of forest resource assets (for Trial Implementation)’, redefines forest topographical advantages level, and defines forest location level, this thesis analyses influence factors of forest topographical advantages and location level, determines corresponding the index system, and researches corresponding theory and method for determining forest topographical advantages and location level. This thesis applies Analytic Hierarchy Process and establishes hierarchy process model of forest topographical advantages and location level division, calculates weights of the index system. Case study of forest topographical advantages and location level division for Changsha city quantifies forest topographical advantages and location level. This thesis argues forestland asset appraisal must consider forest topographical advantages and location, forest topographical advantages level should use to valuation forestland as timber production, the other should adopt location level and corresponding adjustment coefficients. It is inappropriate to don’t consider forest location factor in the ’technical specification for assessment of forest resource assets (for Trial Implementation)’. The research achievement shows forestland topographical advantages and location level of Changsha city is higher, because of social economic development of Changsha city is very good as capital of Hunan.The research achievement of this thesis has certain theoretical and practical significance for guiding and regulating forestland asset appraisal, valuating forestland price, decreasing cost, safeguarding the interests of all parties concerned, maintaining forestry elements market, deepening reform forest rights.
