| The construction of the community municipal engineering has many problems and as the leader of the whole project,the proprietor's management level will largely determine the success or failure of the whole community's municipal engineering project.It is necessary to conduct researches about this PM from the perspective of the proprietor.This paper adopts corresponding management measures and methods to study A community in Jinan,which analyzes the management status and existing problems.And the main research contents and conclusions are as follows.(1)Using literature survey,expert consulting method and case analysis to find out 9 types of problems of A community's PM.(2)Using fish born diagram method to analyze the first level of this community's PM.Such like:the proprietor,the designer,the third party intendance,the construction on side and other aspects of society.(3)Using "5why" analytical method for in-depth analysis of the owner's problem to establish a theoretical model to save problems.That is,arounding the three goals,the project's quality,progress and investment and from the seven aspects,organization,technology,progress,quality,investment,contract and information management to undertake comprehensive management of the implementation process.(4)During the process of project practice,the management organization system are respectively defined from such 7 aspects as organization,technology,progress,quality,investment,contract and information,and clear management responsibilities are constructed for design organization,construction organization and regulator.A series of management measures and methods are proposed and successfully applied to the community's PM which has received both better social and economic benifits.The successful implementation of the theoretical model in this PM and the management methods proposed in this paper can provide theoretical support and reference for the PM of the municipal engineering owners in other urban areas of our country. |
