More and more people wanted to show themselves through by starting an owned business under the environment that government encouraged entrepreneurship. Most entrepreneurs had no innovative thinking and technical innovational capability at the initial period of business running and they depended on good sourcing from manufacturers and the outstanding sales ability. However, after endured the dangers of set-up period, these small firms started to find a better way to develop.Because of limited items, these small firms had no time to consider HRM in the set-up period. But while they were in the period of developing, more rough surroundings made the firms develop more difficult. What’s more is they lack HRM system.The paper researched a case of a small company, Coreway Co. who had just endured the dangerous period and wanted to establish a HRM system.Firstly, the paper summarized the economic environment that Coreway Co. was in and described the company’s business strategy. Coreway Co. is a device sales agent firm who is in industrial sector. The company chose a strategy that transform to a service integrated company which used service to increase value of products and get profit. The feature of the company is that it has no unique technology, depend on selling products to add value, large amount cash taken by cost and rough financial environment.At the second part, company is in a tough financial environment, so HRM scheme and implement must be under financial control. And no burden press on financial system as far as possible.Furthermore, the paper researched the company’s HR strategy based on business strategy. Because of business strategy, the HR strategy intended to develop own specialists who are expert in engineering and management. What’s more important is retain experts and let employees develop to match with the company.Finally, the company tracked out an executable solution based on the environment and checked it by implement.This paper wanted to find a model to help other small companies to establish HRM systems who want to enhance business or had no HRM systems yet.
