Power enterprises, as the keys of national energy security and economy, are important and backbone stated enterprises and public utilities with the core business for power grid construction and operation, account for an important role in the layout of national energy strategy and the part of the energy industry chain. So it should also actively respond to the call for performance management. Furthermore, if they achieve no progress in the current changing era, they will be eliminated. Power companies not only withstand the challenges of the social environment, but also confront similar enterprises’competition. In order to fall " You use power, I serve in heart" into place, much more excellent human resources will be needed as the guarantee.author puts forward to this performance management based on the guidance of competent quality model, strives to improve and solve problems in performance management.So this paper analyze thoroughly for the current situations and main problems in the national electric power company as well as how to construct performance management system. The competent quality model for managers will be constructed, the ability and competence will also be considered as reference conditions of performance assessment. Based on the theory of performance management and competence quality model, combined with its characteristics of electric power company, the performance management for mangers will be improved, the reliability will be increased, and the human relationship affects on performance management will be reduced.The competence quality model can establish the scientific performance assessment standards, evaluate target objectively, obtain the truthful and accurate assessment results for achieving the ultimate goal of performance appraisal. Meanwhile, performance management is a dynamic, circulation management process, constantly needs competence quality model to adjust the performance appraisal indexes and content, improve the performance management work by changing the weights of assessment index and combining KCI and KPI soft double index.This paper includes six chapters; 1st chapter puts forward the research background, purpose, significance and innovation points; 2nd chapter introduces the construction theories and steps for competent quality model as well as the main mode of performance management. This paper is based on the theoretical research results to summary the domestic and foreign relevant research results and to demonstrate the significance for performance appraisal management as to the competent quality model; 3rd chapter enumerates the typical performance management problems of Japanese SONY enterprise. According to the contrast analysis for the current electric power company performance management, the existing problems will be discovered. The research emphasis of this paper in 4th chapter is to solve these above problems for future analysis and improvement; The 4th chapter, as the core part of this paper, mainly introduces the construction for competent quality model and designs corresponding performance management plan based on the power company staff’s competent quality model; With the basis theory of performance management and combining with its own characteristics, Power companies’performance management is shown as:(1) Performance management of administrative staffs mainly aims at the middle and senior managers for inspecting whether the staff’s competence and abilities are conformed; (2) Annual department assessment for task completion; (3) Comprehensive performance management. This paper selects the performance management for managers. The 5th chapter expounds the research of performance management system based on competent quality model, etc. The 6th Chapter 6 summarizes achievements of research in this paper, points out its insufficiency and future research direction.
