Vegetable is the necessity for lives of residents, and with the rapid economic development of Xinjiang Province, the residents’ income level is increasingly improved, and the living standard is increasingly improved as well. Vegetable consumption has converted from the necessity to solve the problem of food and clothing to basic food to satisfy the needs of balanced nutrition and healthy diet, and it is especially prominent in towns. The vegetable consumption method has converted from extensive type to exquisite type; people are no longer satisfied with the quantity of vegetable, but the quality of vegetable- fresh and exquisite vegetable. At present, the vegetable self-supply ability is limited in Xinjiang Province; the self-supply ability in summers is relatively sufficient, and with abundant varieties; but 80% of the supply in winters relays on places other than Xinjiang Province, and the vegetable wholesale price is generally higher than that of mainland cities. In this context, it is an important task to perfect vegetable related work, guarantee vegetable supply and control vegetable price.As the capital city of the Xinjiang Uygur Autonomous Region, Urumqi city is also a multiple-function city integrated with political center, economic center and cultural center. Up until 2013, the population size of the city has achieved 3.46 million, and it is the major vegetable sales city as well as the gathering and distributing area of Xinjiang Province. Recently, the fluctuations in vegetable prices is obvious, especially the seasonal fluctuations are prominent. It is the result of multiple influencing factors. But as for the influence of specific factors on the fluctuations in prices, this paper takes Urumqi city as the main research scope, and selects the related basic data in 2009-2013 including gross regional domestic product, consumer price index(CPI), vegetable cultivation area, vegetable output, total regional population, urban per capita disposable income, per famers and herdsmen per capita net income and vegetable consumption quality, and performs calculation according to the factor model, to analyze the influence factors and analysis to fluctuations in vegetable prices in Urumqi city; then it conducts data processing and evaluation by establishment of measurement model. According to the result, during 2009-2013, the influence factors of the fluctuations in vegetable prices in Urumqi city were mainly influenced by economic development and consumption influence, and the production and supply influence were not obvious. Finally, the strategies and suggestions to control vegetable prices is proposed on this basis, to further control the vegetable, and make the people living standard more stable, and make the social and economic development in Urumqi more favorable.
