In recent years, with frequent extreme weather caused by global warming, city rainstorm waterlogging situation continues to deteriorate, especially under the background of the process of urbanization quickly pushing forward, economic loss under the city rainstorm waterlogging is particularly serious. Rapid assessment of economic losses caused by urban rainstorm waterlogging disasters not only provides powerful data support for the planning and construction of urban drainage pipe network, disaster prevention and mitigation work and post disaster loss compensation, but gives important references for government departments’policy adjustment and supplies, and that is of great significance to the pre disaster risk management and post disaster emergency management. However, due to the lack of disaster data, the appraisal of rainstorm waterlogging disaster’s economic loss is not a more general method and the relevant research is poor. Therefore, the assessment of urban rainstorm waterlogging disaster’s economic loss has become an urgent and important problem which our country is currently faced.The research is based upon the perspective of the road transportation industry, evaluate urban rainstorm waterlogging disaster’s economic loss along with the use of disaster economics, diversity statistics, econometrics and the method of input-output. We use multiple regression method to construct assessment model of rainstorm waterlogging disaster’s direct economic loss, city rainstorm waterlogging disasters in Shenzhen were evaluated to test the feasibility and applicability of the model, and introduce the method of input-output to assess the indirect economic loss.This paper firstly introduces the related concepts, defines the research object of this article, discusses the theory and method, general situation of research area and the main data source. Secondly, on the basis of previous studies, according to scientific, feasible principles, etc, we establish an evaluation system of city rainstorm waterlogging disaster’s economic losses. Finally, the article evaluates urban rainstorm waterlogging disaster’s direct and indirect economic losses from the perspective of highway transportation industry, according to the statistical data of rainstorm waterlogging disasters in Shenzhen city, we construct evaluation model of road submerged and traffic economic losses. In the light of currently less assessment of indirect economic losses, we use department input-output method to evaluate highway traffic’s indirect economic loss caused by rainstorm waterlogging disaster, the results show that the ratio of indirect economic loss to direct economic loss is 6:4, and the top eight sensitive industries to city rainstorm waterlogging disaster are highway transportation industry, oil processing, coking and nuclear fuel processing industry, oil and natural gas mining industry, electric power, heat production and supply industry, financial industry, residents services and other service industry, metal smelting and rolling processing industry, accommodation and catering industry. In addition, the paper puts forward policy recommendations according to the problems found in the research process and conclusions.
