In response to the call of “ecological province ” and to find new ways to low-carbon development for industrial parks in Jiangxi, thus promoting the sustainable development of economy in Jiangxi, this thesis summarizes the researches related to industrial parks, and analyzes the factors affecting the low-carbon development of industrial parks from three aspects(direct, potential and secure) on the base of low-carbon economy theory, the sustainable development theory and the industrial ecology theory. After that, this thesis uses the Delphi method and refers to the criteria of low-carbon evaluations to determine the four parts of the low-carbon level evaluation: carbon emissions, energy, low-carbon buildings and policy management, and the indexes of each part. Secondly, combining the AHP and Delphi method, this thesis determines the weight of each index after consulting the experts in the fields of low-carbon development, energy, planning and construction, management,also the staff who embrace rich experience in managing from the industrial parks, and finally establishes the low-carbon level evaluation model of industrial parks. Then,this thesis applies the evaluation model to compare the Nanchang High-tech Zone to the Suzhou Industrial Park, finding that the former one has a big gap in contrast to the latter one, especially in the following two parts: carbon emissions and policy management. At last, based on the comparative evaluation, this thesis utilizes it as a breakthrough point to put forward the measures to promote the low-carbon development of industrial parks under the real situation of the economy in Jiangxi,figuring that the industrial parks should make more efforts in the energy structure,industrial structure, low-carbon technology, low-carbon management, etc..
