Evaluation And Countermeasure Research On The Coordinated Development Of Strategic Emerging Industries In Poyang Lake

Since China clearly put forward to devote major efforts to develop strategic emerging industries in 2009, provinces and cities have made plans and taken the initiative to develop regional strategic emerging industries that suits themselves, according to their own conditions. The construction of strategic emerging industries has become the focus of a new round of industrial development and also the inevitable choice to deal with the new trend of economic development. At present, the strategic emerging industries chosen by provinces and cities have become the backbone of their local economy. At the same time, in terms of development concepts, 18 th C PC National Congress present that the construction of ecological civilization must be integrated into all aspects and the whole process of economic construction, political construction, cultural construction and social construction and framed into the overall layout of the socialist modernization. This means that development of strategic emerging industries at this stage should not take economic development level as the sole evaluation standard. Emphasizing on coordinated development of industrial economic benefits, social benefits and ecological benefits will become the new target of the industrial development in the new age. Proposing a new evaluation standard to evaluate the development level of strategic emerging industries has important practical significance to change the concept of development, to promote the industrial development level, to guide the sustainable development of the economy.Jiangxi, as a province with better ecological basis and conditions, has relatively advantages in the ecological e nvironment. In December 2009, "Poyang Lake ecological economic zone" was officially promoted as national strategy, becoming the second national experimental strategic development zone that is labeled “ecological economic zone”. At present, the construction of Ecological Economic Zone of Jiangxi province is in a critical period of optimal development. The problems that need to be solved for the new age of Jiangxi, is how to transform their ecological advantages into economic advantages and promote the coordinated development of economic benefits and ecological benefits through the strategic emerging industries, so as to seize the opportunity and set a good example nationwide, to promote industry development into a new level, to coordinate the economic benefit s, social benefits and ecological benefits, marching forward in a direction that benefits the ecological instruction and economic development. According to the conditions of Jiangxi, it is needful to combine the strategic emerging industries and strategies of Poyang Lake ecological economic zone and explore the suitable win-win development model for ecological benefits and economic benefits, bringing along the sustainable and rapid development of Jiangxi economy on the basis of the coordinated development i ndustry.This paper starts from an overview of the basic concepts of strategic emerging industries, linking the strategic emerging industries and the concepts of ecological development, drawing into a conclusion that the ecological development mode of strategic emerging industries is the result of the combined development of strategic emerging industries and ecological civilization, which is the positive effect of coordinated development. Taking ecological development as a new direction for the development of strategic emerging industries, not only has the strategic significance to the construction of regional ecological economy and the development of coordinated industries, but also has practical meaning in promoting the construction of ecological civilization roundly and systematically.This paper takes deep analysis of the developing environment of the strategic emerging industries in Poyang lake ecological economic zone. Through the analysis of the basis and general situation of the development of the strategic emerging industries in Jiangxi, based on the ecological conditions of Poyang lake ecological economic zone, this paper analyzed the advantages, disadvantages, opportunities, threats of the strategic emerging industries in Poyang lake ecological eco nomic zone and gives direction to relevant strategies. In order to evaluate the industrial development, this paper constructs an evaluation system for coordinated development of strategic emerging industries which quantizes the development and coordination level of industrial development and draws some conclusion. At last, according to the practices and experiences of ecological and coordinated development of domestic and foreign strategic emerging industries, this paper puts forward some countermeasures and suggestion for the coordinated development of strategic emerging industries in Poyang lake ecological economic zone.
