| Urban efficiency is an important indicator to measure the degree and quality of the urban development, and there is no way but to improve the efficiency of the city in order to achieve sound and rapid development of the city. According to the ‘Shandong Peninsula Blue Economic Zone Development Plan’ approved by the State Council in January, 2011, the construction of Blue Economic Zone rose to national strategy, and urban linkages within the region are closer, so it needs to deploy the coordinated development of cities from the global to promote the Peninsula City Group integration process.The research on urban efficiency which under environmental constraints is based on the basic principles and model of DEA(Data Envelopment Analysis, DEA), and take the seven cities located in the Shandong Peninsula Blue Economic Zone for sample. It analyzes the current development status of sample cities and establishes the related index system, and then measure and conduct comparative analysis of the efficiency of the sample cities using the classical method DEA and Malmquist Index.Environmental constraints have a significant impact on urban efficiency according to the results. All the urban efficiency obtained ignoring environmental constrains is higher than real value. From the overall characteristics, the overall efficiency of seven cities from 2005 to 2012 is all deviated from the best state; the resource allocation and the utilization factor of the seven cities reached a relatively high level; but the urban scale is as invalid as the overall efficiency. The overall efficiency of the four cities increased significantly according to the compared results; the pure technical efficiency of Qingdao and Weifang is improved; the scale efficiency of Dongying is relatively higher. According to the calculation results with Malmquist index, the average TFP of sample cities from 2005 to 2012 shows lowering trend mainly because the lack of advances in cutting-edge technology and innovation within the cities. According to the average Malmquist index of cities, four cities in sample cities,the mean growth rate of annual average Malmquist index is greater than one and have an upward trend. According to the results of horizontal comparison of the sample cities and longitudinal comparison of the time series, find out and analyze the factors. Finally, propose appropriate suggestions from six aspects according to the analysis results and the actual situation of the cities to promote the city’s efficiency in blue economic zone. |
