Study On The Evaluation Of The Implementation Effect Of Shandong Peninsula Blue Economic Zone Development Plan

At the end of the 20 th century,the scarcity of terrestrial resources and the deterioration of the marine ecological environment caused people to think about the sustainable development of the ocean and promote the development of the blue economy.The blue economy is a new economic development model based on the ocean.It integrates the concepts of low pollution in the green economy and low emission in the recycling economy,providing ideas and directions for the development of coastal countries and regions.Shandong Province is surrounded by mountains and seas,with a sea area of??159,500 square kilometers and a coastline of 3,345 kilometers.The geographical location is unique.In 2009,when General Secretary Hu Jintao visited Shandong,he proposed to intensify the development of the marine economy and create a blue economic zone in Shandong Peninsula,indicating the direction of development for the Shandong Peninsula.In 2011,the Shandong Peninsula Blue Economic Zone Development Plan was approved by the State Council,making the development of the blue economy of the peninsula from a regional strategy to a national strategy,with integrity,scale,and antecedent.At this stage,the construction of the blue economic zone in Shandong Peninsula has entered the second phase(2016-2020),and the macro-political and economic environment has also undergone profound changes.With this background,this paper addresses the development plan of the “Blue Peninsula Economic Zone of Shandong Peninsula”.The evaluation of the implementation effect of the first phase(2011-2015)provides theoretical support for the later development of the Blue Economic Zone of the peninsula.On the basis of blue economic related literature and statistical reports,this paper,based on the "Plan Blue Zone Economic Development Plan for Shandong Peninsula",evaluates the effectiveness of the Shandong Peninsula Blue Economic Zone Development Plan from an objective and subjective perspective.At the objective level,the indicator system was constructed from three aspects of economic growth,social development,and ecological construction.The entropy method was used to determine the index weights,and the blue economy of the blue peninsula and the seven cities of the region were obtained through linear weighting.The first phase of the District Development Plan implements the effect index.On the subjective level,12 indicators such as services,supervision,lawenforcement,and environment were selected to evaluate the degree of satisfaction with government policies,services,and images in the seven cities of Shandong Peninsula Blue Economic Zone through a fuzzy comprehensive evaluation method.According to the analysis results,the Shandong Peninsula Blue Economic Zone has achieved remarkable performance during the implementation of the first phase of the "Planning Blue Zone of Shandong Peninsula Economic Zone".The economic benefits have been significantly improved,the quality of social development has been further improved,the ecological environment has also been improved,and basic development has been achieved.Plan for the first phase of the goal.However,there are still some problems in the implementation of the first phase of the "Blueprint Development Plan of the Shandong Peninsula",such as the poor completion of some indicators,the unbalanced development within the region,the low degree of integration,and the incompleteness of the blue economy statistical system.In this regard,this paper believes that in the later development of the Shandong Peninsula Blue Economic Zone,we should first improve the blue economy statistical system,strengthen the policy adjustment and the provision of related policies,build a regional coordinated development mechanism,and strengthen the relevance of regional cities.Promote coordinated development of the region.
