Factor input and productivity level are the important indicators of economic growth, within which technical efficiency is the effective means to measure the quality of economic growth. As technical efficiency can directly or indirectly reflect relevant information in economic development, accurate measuring technical efficiency and reasonable analysis on change rule of technical efficiency can help gain related economic information, and conduct macro-control based on them accordingly. Growth patterns based on physical capital accumulation will be replaced by patterns based on efficiency growth in the future, and economic development mode will switch from the growth pattern of highly reliance of capital and factor input to production efficiency enhancement depending on technical improvement. Therefore, it is necessary to start from the aspect of technical efficiency, to carry out relevant research on economic growth of Shandong peninsula blue economic zone, and to propose relevant suggestions. The article firstly introduces the basic concept of efficiency and reorganizes the two main means on efficiency measuring in present theoretical circle. DEA is chosen as final measurement through comparison. Based on this, total factor productivity and technical efficiency value of Shandong peninsula blue economic zone are comprehensively measured, and analysis is carried out based on the overall change trend and efficiency levels among different cities, so as to investigate the efficiency convergence among cities within Shandong peninsula blue economic zone and to put forward final proposals to conclusion. Main work and conclusion are as follows:1.Compared of main technical efficiency measurement methods.We analyzed their own characteristics of SFA and DEA, finally DEA is choosen to measuring efficiency. Conclusion: SFA analysis and DEA analysis has advantages and disadvantages for different subjects, different scholars use different methods, both methods have their own advantages, no better or worse points, but considering the objection of this paper, for the Shandong Peninsula Blue Economic Zone as a regional research, DEA analysis method is more appropriate, so we use this method.2.total factor productivity measurement. Using DEAP software estimates the TFP of the Shandong Peninsula Blue Economic Zone of the cities, and partially decomposed partial efficiency and technological progress. Conclusion:total factor productivity of the Shandong Peninsula Blue Economic Zone is low,distance is existed between actual output and production frontier; by TFP decomposition, the determinants of total factor productivity is technological progress, and technical efficiency has little effect, indicating that the power source of TFP in the Shandong Peninsula Blue Economic Zone is technological progress, and technical efficiency has little influence of total factor productivity growth.3.vertical and horizontal analysis of technical efficiency. Technical efficiency of each city in one year was estimated to compare with technical efficiency of different years in the same city. Conclusion: technical efficiency of different city has little change in the Shandong Peninsula Blue Economic efficiency. technical efficiency in single city changed little over the years;this corresponds with the technical efficiency value in different cities are located on different nodes, the same year technology efficiency values exist significant differences, indicating that the level of technical efficiency in different cities are quite different.4.the convergence effect analysis. Respectively using σ convergence analysis and β convergence analysis to mearsure efficiency levels of Shandong Peninsula Blue Economic Zone of each, and make cluster analysis to the overall level of efficiency in different cities.Conclusion: Whether σ convergence and β convergence analysis have proved that the existence urban convergence trend, although there are differences between the efficiency levels in different cities, but over time, gradually narrowing the differences, the future trend will be gradually in a unified level.
