Under The Background Of Urbanization Farmers Entrepreneurial Environment Evaluation Research

Since the mid- 1990- s, our country has entered into the phase of urban rapid development. According to the UN’s forecasts, to 2020, more than half of China’s population will be living in urban areas, the urbanization is the inevitable outcome of the development of human society to a certain stage. But with the development of urbanization, more and more farmers lost their long-term survival of the land, identity by farmers turn into citizen, liberated the large number of surplus labor force of urbanization, and thus increase the employment pressure. The Chinese communist party congress put forward "encourage peasants to entrepreneurship and job creation and encourage entrepreneurship to create more employment opportunities. Encourage farmers to entrepreneurship, not only effectively solves the problem of farmers’ employment, and to narrow the gap between the income of urban and rural residents and eliminate the urban-rural dual structure so as to promote the urbanization process is of great significance. Other farmers’ entrepreneurship and to promote the development of the second and third industry in our country. The advancement of urbanization, provides the farmer entrepreneurship more entrepreneurial opportunities and favorable business environment, the geographical position is superior, the typical coastal cities in Shandong Province urbanization faster, urbanization rate relatively mainland cities urbanization rate is higher. Therefore, with the typical coastal city of Shandong Province as an example, evaluate the urbanization under the background of farmer entrepreneurship environment, not only can carry on the objective description to the farmers’ entrepreneurship environment, also can according to the evaluation results put forward relevant policy Suggestions, so as to further promote the construction of farmer entrepreneurship.On the basis of the research status at home and abroad, this paper first expounds the concept of entrepreneurial farmers and urbanization system, the classification of farmer entrepreneurship of the main body of this article research is defined, and expounds the farmer entrepreneurship existing related research, according to GEM model is constructed with cultural and social norms, government policy environment, government project environment, the transfer of a financial support, education and training, research and development, physical infrastructure and the barriers to entry, nine aspects of land-lost farmers, entrepreneurial environment evaluation system, and uses analytic hierarchy process(AHP) to construct the entrepreneurial environment evaluation index system of the land-losing farmers. Land-losing farmers in addition to typical coastal city of Shandong, entrepreneurial environment as the research object, the fuzzy comprehensive evaluation method for evaluation of its environment system, and then puts forward the countermeasures to strengthen the construction of land-lost farmers entrepreneurial environment.
