Study On The Construction Of Heilongjiang Province Free Trade Zone Based On The Open Border Development Strategy

The free trade area is developing rapidly in the modern world. In large regional scale is a regional economic group across the region and border between multilateral negotiations, in the middle area is the free trade agreement (FTA) talks between countries, in a small area is a country in a particular area country draw the establishment of free trade zone (FTZ). Due to the free trade zone’s features of open, mutual benefit and more profitable, it is conducive to the expansion of export trade, stable trade, expanding investment, reducing the cost and promoting the advantages of the employment. Thus, the world’s major countries will join or dominate free trade area as a national strategy. In August2013, the state council formally approved the "’Heilongjiang and Inner Mongolia northeast border development and opening-up plan " that rose to the national strategy. The plan marked the border development and opening up in Heilongjiang province to the top level design and the national strategic level. This provides a strong policy for the construction of the free trade area of Heilongjiang province. The construction of the free trade area of Heilongjiang province would have made a great contribution for the development of border areas. It also will become a more solid foundation as an opening bridgehead laid to Russia and the northeast part of Asia. The birth of Shanghai free trade zone makes the development of China’s regional into a new round of expanding opening up and forcing the reform in new period. It is conducive to further expanding opening up and lining with the global rules. Due to the free flowing mechanism of special customs territory supervision of goods, services, capital, technology and personnel, it promotes the expansion of trade share, increasing the investment project and the rapid development of the service industry, which provide the experience for reference for the construction of the free trade area of Heilongjiang province. The construction of the free trade area of Heilongjiang province uses the geographical advantage to push China and northeast Asian countries such as Russia, Japan, South Korea, Korea and Inner Mongolia to be formed in the economic and trade field highly close cooperation and win-win partnership. It will form the mutual reciprocity and mutual benefit, the economic community of long-term coexistence. Eventually, it will make the stable strategic relations between countries and the development in the direction of irreversible.Firstly, this paper used the literature analysis method to analyze the construction of the free trade area of Heilongjiang province in the realistic foundation and existing problems on the basis of existing research collects comprehensive literature, information analysis and data processing; Then this paper used the empirical analysis method, which analysis the relevant data of foreign trade in heilongjiang province to point out that the construction of the free trade area of Heilongjiang province is adapt to the needs of the development of history; Finally, this paper used the case analysis, which analysis several main free trade area both at home and abroad to sum up the experience. Based on the open border development strategy as the breakthrough point, this paper demonstrates the implementation of open border development strategy that can bring important opportunities for the construction of the free trade area of Heilongjiang province. Meanwhile the construction of the free trade area of Heilongjiang province is also open border development strategy to carry out the dock with the organic. This paper illustrates the interaction between the open border development strategy and the construction of the free trade area of Heilongjiang province. Based on the analysis of the existing problems of the construction of the free trade area of Heilongjiang province and the experience of domestic and foreign related FTA, this paper puts forward the countermeasures and Suggestions that are declared conditions, core support, system and mechanism, etc for the construction of the free trade area of Heilongjiang province.
