Evaluation Study On Farmers’Professional Cooperatives Involved In"Agriculture Super Docking" Model In Shanxi Province

With the gradual development of the economic society, the industrial structureof agriculture in our country is also adjusted in constant, and it gradually moves to theagricultural modernization level. However, throughout the agricultural product market,agricultural products in short supply situation has gradually disappeared, and it isreplaced by a serious discrepancy between the demand and supply, eventually lead tolong-term fluctuation in agricultural prices. Farmers face seasonal “difficult to sell”, theconsumer encounters the agricultural product “dear to buy”. To make this situation bemitigated, China’s Central Document, that is “Central Committee and the State Councilon strengthening agricultural infrastructure construction, to further promote theagricultural development and farmers’ income growth of a number of opinions”(in theNo.[2008]1) is advocated to: our country’s agricultural product circulation mode shouldbe actively improved; the new form of fresh agricultural products’ supply chain shouldbe further promoted; the farmers’ professional cooperatives docking supermarket shouldbe actively guided; food security for urban and rural residents’ safety should be ensured;our farmers ’ incomes should be improved continuously and stably; people’sconsumption in rural area should be expanded constantly; the development of modernagriculture should be promoted; the construction of new socialist countryside should bestrengthened. Regarding this, China began to carry out the “agriculture super docking”pilot work from2008. The farmers’ cooperatives participate in “agricultural ultradocking” mode is a driving force that farmers ’ professional cooperatives as aconnection bridge between small farmers and large market, is a very important measureto reform the agricultural product circulation mode and optimization of agriculturalproducts supply chain system. Shanxi province began the trial of “agriculture superdocking” since2009, and Shanxi provincial government approved the implementationof the preferential policies in2011, it further impetus to the “agriculture super docking”.In recent years, the pattern is singly advance, truly implementing the agriculturalproducts of "vegetable garden" and "food basket" production and consumption, marketprices of agricultural products is sable, from the head to the kitchen of the newproduction and marketing model has been realized. Due to the supermarket andcooperatives for direct docking, it realizes the field the purchaser to farmer purchasingwhat they need to agricultural products, the middle tedious circulation link is abbreviated, making the price of agricultural products more stable. At the same time, thesupply and demand of agricultural products market has become more stable. In this case,“agriculture super docking” can promote the rapid development of agriculturalengineering.In the research of “agriculture super docking”, studying on evaluation of a specificmodel is a fairly important field. The research object of this thesis is Shanxi provincefarmers’ cooperatives in the “agricultural and the docking”, which is constantly beingpushed. Its innovation lies in: the research is not limited to the theory, it combines thequestionnaire survey and on-the-spot investigation together, by processing the obtainedfirst-hand data. In this mode, we have made a comprehensive understanding andevaluation to Shanxi. Using the model to analyze the fuzzy hierarchy comprehensiveanalysis, finally found the Shanxi Province in the development of farmers ’ professionalcooperatives involved in “agricultural ultra docking”: the low level of participation,poor dock logistics infrastructure, poor capital, the government and the lack ofprofessional and technical personnel support issues. Combined with the practice ofShanxi Province, we put forward the feasible measures to solve the problems. Forexample: the supermarket can low the threshold to attract professional farmerscooperatives more, increasing both in the docking logistics equipment investment toimprove efficiency and reduce cost, strengthening the agricultural product brand in theaspects to increase the appreciation amount. This research can also provide certainmodel to other provinces in the development similar pattern.
