Performance appraisal is an important part of a company’s human resourcemanagement and the key to improve staff quality, access to continuous performanceimprovement, to achieving organizational goals better and faster.Every organization has management processes and multiple systems to support them, but these systems are often disconnected. Thousands of spreadsheets are necessary to arrive at an annual budget. Performanceappraisal lives in total isolation from the rest of the organization. Operational reports cannot be linked to strategic objectives. Such process disconnects lead to errors, lengthy cycles, and high management costs.Beipiao program approved by China’s Datang company. Its performanceevaluation has been very mature but still inadequate. To enhance the corecompetitiveness of enterprises, in order to compete in the new round to maintainindustry leadership, we need its functions to optimize staff performance appraisal andimprovement of general management and comprehensively improve the quality ofpersonnel, guide their behavior close to the company targets.The simplicity of a step-by-step performance management process is appealing, but it doesn’t account for the types of human behavior that such measurements trigger. This article first give atheoretical research of performance appraisal, assessment methods, the difficulties ofstaff functions’ assessment,in order to elaborate the theoretical basis; followed by theuse of interviews, empirical, qualitative analysis, it conducted a survey study on theBeipiao program staff functions Status of performance appraisal to find out theirproblems in performance appraisal; last, considering the actual business, for theexamination in question, optimize the functions of the department’s staff performanceappraisal system. This study provide a theoretical basis on the standardization of the humanresources management of Beipiao program, and have direct use value of functionalperformance assessment of employees.
