The Comprehensive Evaluation Study Of Port Construction Project Based On The Sustainable Development

As the rally point and hub for water and land transportation,the port plays more and moreimportant role in the development of the national economy.It is due to the strong power ofpromoting economic,port construction and investment boom gradually across the country.Portconstruction is a large and comprehensive construction project of water transportationinfrastructure,it often affects the social life of all aspects unmatched by other project.It is notonly in construction process but also in the process of operation that port construction projectwill produce adverse effects on the human environment.However,these effects did not causeenough attention of investors for a long time,they often emphasis on economic benefits toomuch but ignore environmental costs which is extremely important,hindering the long-termdevelopment of the society and projects seriously.With the increasingly prominent problem ofenvironment,the sustainable development draws more and more widely attention as a kind ofgreen economic growth conducive to the long-term development of the society.At the sametime,as the port construction project has huge one-time investment and longer constructionperiod,highly dedicated as well as very difficult for other use once completed.A series ofcharacteristic of port construction project determines it is necessary to make a scientific andsystematic research on the abundant influence factors before the construction.Therefore,thisarticle makes a comprehensive study of the three aspects which are economic,social andenvironmental factors,depending on the concept of sustainable development,and I hope it canprovide certain guiding significance for port construction work and promote the balanceddevelopment of economic benefit,social benefit and ecological benefit.Through a large number of literature,this paper investigates the present conditions of thedomestic and foreign research related to project evaluation in-depth understanding and analysis,summarizing there are still some disadvantages in the study of project evaluation at present.Thispaper chooses the port construction project as the research object, on the basis of previousresearch results and understanding relevant theory,three aspects about economic,social and environmental evaluation content has carried on the detailed elaboration according to thecharacteristics of port construction project.Combined with the68#～71#Steel Berth Project inBayuquan of Yingkou Port,according to the principle of building index system, this article setsup a comprehensive evaluation index system of port construction projects from the angle ofsustainable development, and achieves the implementation of comprehensive evaluation andanalysis by using analytic hierarchy process (AHP) and fuzzy comprehensiveevaluation.Through the study of the comprehensive evaluation of port construction projects, itprovides investors with a certain decision support, avoiding causing great economic loss andwaste of resources because of decision-making errors,bringing scientific and effectivemanagement of port construction project,so as to ensure the benign development of portconstruction projects,which has certain practical significance and reference value.
