Research On Bidding Risk Of Engineering And Construction Projects In Latin America

With the international construction market continuing to expand, divesified demand and large-scale construction projects’honing bring opportunities and challenges about rapid development for Chinese engineering compaies in the international engineering market. Because the risk factors of international engineering potential risk aren’t the same in different country, risk analysis should be targeted. This paper studies the risk of petroleum,petrochemical project general contracing model in Latin American market under the bid.From the HQC ongoing project as an example, so far, that may arise from the international engineering project risks, sources of risk, we studied the domestic and foreign scholars in the field of theory, methods and other evidence of academic achievement. The paper discusses the theory of knowledge of risk magagement and a gradual transition to the Latin American research project targeted companies involved globe. HQCEC got the risk factors of policy, ecomomy, cultrure and so on by information collection, analysis and evaluation in Latin America. Creating the corresponding bidding risk evaluation by using expert method in Latin America, and getting the probability of occurrence of each index, and selecting the most suitable coutry which could be cooperated with HQCEC from many Latin American countries by using gray theory. Finally, according to the above theoretical and empirical analysis, we give advice and guide significance treatment program and summarizes the real globe exprience in dealing with issues related to the company for Latin American engineering and construction projects bidding risk issues.In the risk of total disposal program, we introduce the concept of international newer conversion contract and construct a new model of resource. This mode makes the bidding process and the final realization of the projedt shorten a lot of time. The results are showed that the paper establishes cascade resource evaluation index system of international market development projects, the use of the new model resource contracts, namely the conversion of the total contract mode, you can incease the international scientific project bidding, correctness and security, and we can reach the purpose of reducing the impact of risk on the project in Latin America.
