As China is an agricultural country, its agriculture occupies a particularly outstanding andimportant status. The development of agriculture in our country has made great achievementssince the reform and opening up; particularly, the household contract responsibility system,has emancipated the productive forces in rural area, encouraged the enthusiasm for productionof the broad farmers and played crucial roles in the development of rural economicdevelopment. However, with the continuous development of productivity, the land under thehousehold contract responsibility system has been constantly fragmented, which seriouslyincreases the costs of agricultural production. Gradually, the household contract responsibilitysystem could not catch up with the developing needs of market economy and thecorresponding readjustment and upgrading is urgent. As is proposed in the2013No.1Circularof the Party Central Committee, the circulation of the contracted land to specializedhouseholds, family farms and rural cooperative societies should be encouraged and supported.More and more policies are promoting agriculture to move forward to scalization, intensivismand commercialization. Since the properly-scaled agricultural management can fit therequirements of urbanization and modernization, promoting the scale management of ruralland is an inevitable choice of Chinese agricultural development. Being a new form of landscale management, the family farm has crucial significance of Chinese agriculturaldevelopment, which can solve the scaled management problem of the dispersed land under thehousehold contract responsibility system as well as the problem of low efficiency under thecollective ownership, so as to guarantee the interest of farmers.Starting from the scale management of rural land, this paper elaborated the formation andcharacteristics of the scale management of rural land, especially that of China, and thendiscussed the significance of rural land scalization on rural area, farmers and even themodernization of China. And then, it focused on the breif summary of family farms, includingthe connotation and function family farms and the troubles it faced and then figured out thebasic rules for developing family farms by using the experience of developed countries abroadfor reference. The last part, also the key part as well as the innovative part of paper, describedthe regional selection of the family farms. As a new mode of agricultural production, family farms are closely linked with the development of productivity; and the developing level ofproductivity, directly determines the possibility and types of family farms. Due to the differentgeographical locations and policies supporting, the developing level of productivity isextremely imbalance. And since the economic developing level in well-developed regionsvaries from that in less-developed regions and poor regions, the development of agriculture isalso various. The selection of family farms should be based on the different levels ofproductivity in different regions, and the development should adapt to local conditions, onlyby which can we realize the overall comprehensive and coordinate development.
