Information technology and the rapid development of the global economy today, both domestic and foreign construction enterprises are facing fierce competition from the international market and domestic local market. Railway construction enterprise only by enhancing their overall competitiveness and adaptability possible to survive in a highly competitive market environment, more and more companies are beginning to railway construction by improving organizational performance and productivity of ways to enhance their strength which used a broader approach mainly corporate layoffs or downsizing, organizational restructuring, and other organizational decentralization.
