Research On Cultivating New Economic Growth Point Of Jinzhou New District

In April2010, Dalian City has implemented the reform of the new urban management system. Based on the original Development Zone and Jinzhou District, Dalian Jinzhou New Area has established District Management Committee which is becoming an important part of the new urban area of Dalian City. Jinzhou New Area has been established nearly more than two years, it has made the development of economic society sound and rapid. It has played its due role in the aspect of leading the citywide rapid economic growth, becoming the engine of citywide economic development. But if Jinzhou New Area, as the core of new urban, wants to play a innovative and leading part in regional economic development continuously, and achieve a new leap by taking the lead in development and developing scientifically, we must break the old mindset and path dependence, promote the development model by transforming from the elements driven to the innovation driven, foster new areas of economic growth to start a new engine of development and expand new growth space. With the accelerating and integrated development of economic function and social function, Jinzhou New Area as the pilot area is also faced with a lot of new opportunities for development. In the new round of large-scale development, how Jinzhou New Area would foster and look for new areas of economic growth in order to promote the economic society to actualize the sustainable development, becoming a vital task in the current.In order to look for new areas of economic growth, promote the rapid and coordinated development of the economic society and achieve the new leap by developing scientifically, this paper mainly uses literature analysis method, comparative analysis method to study the necessity of fostering new areas of economic growth in Jinzhou New Area. It also analyses Jinzhou New Area’s current economic development situation by means of horizontal, vertical comparison and the SWOT analysis method, then determine the direction of fostering new areas of economic growth in the New Area. The paper proposes the overall plan of fostering new areas of economic growth in Jinzhou New Area, in the process of fostering new areas of economic growth, it first considers that we should increase government support and promote industrial development; it views that we should foster the policy supporting environment to form a policy system as well; third, it presents us should increase the investment of technology research and development and improve investment and financing system of science and technology; forth, it states that we should accelerate the introduction and training of talents in order to form reserves of intellectual resources; finally, it supposes us should improve policy evaluation system and create the good environment for development.
