Content: The thesis is a selected topic with Jin Zhou District ecological environment plan project, applying theory and method which famous USA ecologist H.T.Odum founds. It qualitatively analyzes and quantifies on the move to Jin Zhou eco-economic systems has built a series of emergy analysis index, and superficial characterizes and metrics on Jin Zhou District compound ecosystem present situation and the sustainable function of development, have suggested that finally owing to being able to be worth analytical sustainable development suggestion.Jin Zhou District is located in the south of East Liaoning Peninsula, the door leading to northeast China center and the bridge linking two yellow Bo Seas. There are pleasant weather, rich mineral resources and high rates forest coverage high in Jin Zhou District. Driven by the policy of vitalizing the old industrial base in the northeast of China. The agriculture, industry and service industry in the Jin Zhou District have been maturing well, and the also strong power of new tourist trade has risen abruptly. Above of those have increased the Jin Zhou District overall economic strength.With the speed development of economy, a series of conflicts among the population, resources, environment and economic growth must break out. Judging from the energy and currency flow in the Jin Zhou District, we know that the proportion of unpaid renewable natural resources (5.22×1021sej/a) is 46.15%, in which is mainly constituted of livestock products (2.50×1021sej/a) and aquatic products (1.96×1021sej/a); the proportion of Fossil fuel (coal, crude oil) is small, and clean energy increases gradually; waste emergy flow (2.54×1020sej/a) amounts is smaller, and waste disposal rate is higher; import and export emergy ratio is comparatively minor (1:6.07). This paper studies the chosen energy indexes including emergy per person (2.02×1016sej/ person), emergy per area(1.05×1013sej/㎡), electric power emergy proportion (8.32%), emergy dollar ratio(3.40×1012sej/$), emergy exchange rate (0.18), emergy self-support ratio (84.77%), environment load rate (1.05), sustainable developing index ESI (6.27th), and comes to a conclusion: The eco-economic system of Jin Zhou is in good operation, and its interior energy utilization is efficient, exterior energy import is reasonable, the people living standard is higher , the system sustainable development function is fine; but developed degree of economy is insufficient , foreign trade does not balance, population pressure is bigger.At last this paper puts forward to sustainable development suggestions: Protection of native renewable resources, improvement of energy resource and product utilization rate; enhancement of public education, improvement of the quality of the people; optimizing the industrial structure, accelerating economy sustainable development; developing clean production, advocating civilized consumption; balancing foreign trade, increasing energy rate of feedback; utilizing the ocean resources, developing the modern marine industry; controlling energy discharge, reinforcing eco-environmental restoration.
