Carbon dioxide emissions have a strong correlation with a national energy structure, energy intensity, GDP growth, population and other factors. Currently, there are a handful of countries whose carbon dioxide emissions had hit the peak around the world. The peak of carbon emissions need to be defined with several strict data indicators. The emergence of carbon emissions peak is the result of these four factors according kaya formula. In order to study the problem of carbon emissions peak, we must find out which factor play a decisive role in carbon emissions firstly.In this paper, we use the Environmental Kuznets Curve theory to study the carbon dioxide emissions. The country with the presence of carbon dioxide Kuznets Curve (including Germany and Japan), is considered as the country with a real carbon emissions peak. Then, using analysis of the factor-decomposition of carbon emissions in Germany and Japan during the carbon dioxide emission peak, we calculated the value of the contribution result in these four factors, including energy structure, energy intensity, GDP-growth and population. Finally, we found that the energy intensity is the most important factor in the presence of carbon emissions. Because energy intensity has a strong correlation with industrial structure and technological progress in sectors, we continue to study using analysis of the factor-decomposition. Technical factor (sector energy intensity) is the main reason for decline in energy intensity in Tianjin. Through the comparative analysis of energy intensity of Tianjin and Beijing, we found that the industrial structure is the major contributing factor that the energy intensity of Beijing is lower than Tianjin. In the short term, the decline in energy intensity is the result of advances in technology, scientific management. In the long term, the decline in energy intensity is the result of the optimization and upgrading of industrial structure. Therefore, the main peak carbon emissions foothold is how to optimize the industrial structure, how to continue to promote industrial technology. To solve these problems, this paper proposes a five-point strategy of industrial development about Tianjin, including, high energy-consuming industries to speed up production peak or metastasis, and promote the development of tertiary industry, targeted promotion of energy-saving technologies. Finally, I presented a summary of the limitations of this article, and Tianjin’s development prospect.
