Climate warming is already a public issue around the world. In the last century, accelerated melting glaciers, rising sea levels, frequently emerging extreme weather, and etc. it seems no doubt that climate change will put extremely serious impact on the ecological environment, where the human survive. If we don’t take any measures timely, we will be the biggest victim. Now, China has overtaken the U.S as the largest country in the global carbon dioxide emissions. Diplomatic pressure applied by the developed countries, as well as an irreversible deterioration of the ecological environment, forcing China which is still in the development stage face with the very serious problem of carbon emission reduction. Under this background, Anhui province positively responded to the appeal of the country and put forward policies of carbon dioxide emissions, and carbon dioxide emissions reduction targets of the national "12th Five-Year".In order to provide strong theoretical support for the execution of energy conservation and emission reduction policy in Anhui province, this article analyze carbon dioxide drivers in Anhui province.Based on the existed papers, the paper discussed about the driving factors of carbon emissions. The paper introduced the carbon emission environment in China, and compared the amount with other developed countries around the world, in order to realize the urgency and importance of our country to develop low carbon economy. Then, calculation carbon dioxide emissions of Anhui province, and compared the amount with other provinces of "rise of central China" strategy、Zhejiang province、 Jiangsu Province and Shanghai City. Through the comparison, we found that with the rapid development of economy in Anhui Province, carbon emissions growth rate is significantly higher than other provinces and Shanghai City. Thus, we continue to explore and analyze the development of three industries in Anhui province, and the influence of carbon emissions. In the end, we introduced the national and Anhui province policies of low-carbon economy.In this paper, we use the STIRPAT model and the extended model to quantitatively analyze the relationship between carbon dioxide emissions and industrial output value, the urbanization rate, R&D funds investment intensity and energy intensity of four indicators in Anhui Province from1995to2010. The results show that the industrial output value has significant impact on carbon dioxide emissions in Anhui Province, the urbanization rate, R&D funding for the intensity and energy intensity has a positive effect on the volume of carbon dioxide emissions in Anhui Province. Based on the above results, we discuss deeply about the influence of industrial property and carbon emissions. by analyzing six different industry’s influence on carbon dioxide emissions, including iron and steel, nonferrous metals, building materials, electricity, oil processing and chemical manufacturing, from1995to2010in Anhui Province. The results showed that electricity and oil processing industry is the larger one to influence carbon emissions in Anhui Province, which electricity has the most significant influence. The other four industries also have high correlation with the carbon dioxide emissions in Anhui Province.Based on the results of the paper, we put forward low-carbon economic development policies and measures to Anhui Province. The most main is to strengthen the key industrial areas of energy conservation and emissions reduction measures, and to improve the energy efficiency. The second is to speed up the optimization of industrial structure and energy structure of the province, Focus on developing high value-added industries and emerging industries, and developing and applying new energy. In addition, Anhui province should strengthen the government propaganda, policy support of energy conservation and emissions reduction measures. Our research is intended to make effort for Anhui province’s low-carbon economic development, and to contribute our efforts for our country and the whole world.
