| Utility as the important carrier of economic and social development, is acollection of multiple industry which closely related to people’s life, is the importantfoundation and embodiment guarantee for the rapid development of city, the qualityof people’s life and the city’s comprehensive strength, has the basic, significant publicand pilot characteristics, plays an important role in the whole national economy in thesocial development. With the rapid development of new type of urbanization and theadvancement of new rural construction, public utilities such as water, electricity, gas,heat demand in rapid growth, and requirements are constantly improving, whichobjectively needs to constantly improve the comprehensive nature of the urban andrural public utilities supply, efficiency and fairness. But because of the imbalance ofurban and rural development, development of rural public utilities in the total amountis low, inefficient, such problems as unequal between urban and rural areas, regionalimbalances and so on. Visibly, studying how to make urban and rural public utilitieskeep up with the pace of the new urbanization development level is particularlyimportant and urgent. Therefore, through the combination of theory and practice, wecan study of the integration of urban and rural public utilities development problems,put forward suitable for Lin’an mode of the rapid development in the future, which tospeed up the new urbanization process, urban and rural development as a whole,realize Lin’an rapid economic and social development has important practicalsignificance.Firstly, this article clearly the major target of the study of the public utilities,based on the public product theory, new public service theory, the "core-periphery"theory and the new urbanization theory as the foundation, and according to the relateddefinition of public utilities at home and abroad. Next, by adopting the method ofon-the-spot investigation, literature review method and so on,to construct the indexsystem of urban and rural areas, and using the analytic hierarchy process and expertscoring method to determine the index weight of each influence factor, the integratedevaluation of the public utilities calculated the comprehensive score of74.35, andpublic transportation and gas score was13.4and9.89, respectively, and the rest of theseveral score difference is bigger, according to the "twelfth five-year" development level between urban and rural areas in Zhejiang province comprehensive evaluationindex, it is concluded that the current Lin’an development integration of urban andrural public utilities is in the stage of the overall coordination, but there are someuncoordinated development problems.Then, I demand from micro-scale utilities starting, using survey methods tosurvey the current user satisfaction with the integration of urban and rural utilities,access to user satisfaction with information on public utilities and problems, and usingsatisfaction measurement methods to analyze the main factors affecting the degree ofaccess to user information satisfaction utilities and problems. The author analysis ofthe main factors influencing boils down to: the living conditions of the user (revenuegrowth), the gap between supply and demand, the price factor and the comparativesuperiority, these factors influence each other, mutual influence user satisfaction ofintegration of Lin’an public utilities.Finally, the synthetic evaluation of the status quo, result and influence factorsanalysis of problem, there is a big gap between urban and rural investment,investment structure is unreasonable, the lack of scientific planning, the large of urbanand rural support capability gap, the service level and gas vulnerable and drainagefacilities and other aspects of the problem. The author from the investment, planning,construction and management, and public utilities in the specific content, to putforward some relevant suggestions for improvement about Lin’an integration of urbanand rural public utilities development. |
