In the development stage of urban driving rural andindustry promoting to agriculture,our country must accelerate thetransformation of the traditional mode of agricultural development, insistto the Chinese modern agriculture road, promoting overall developmentof city and rural modernization. The integration of urban and rural is aprocess which country needs to urbanize, industrialize, modernize,is theformation of coordination of urban and rural integration structure inmodern society.In recent years,Shandong Province has approved Laiwu,、Weihai、Weifang and Ji’nan for the coordinated development of urban and ruralreform pilot city, to seek suitable for urban and rural integration inShandong province development road. Some scholars believe that the citychanges development to reach the highest level is the integration of urbanand rural areas. Obviously, in Shandong province, the urbanizationdevelopment level does not reach the highest level, integration of urbanand rural areas is still groping.
