Research On The Comprehensive Evaluation Of Urban-rural Integration Development In Hebei Province

Since the reform and opening-up,we have made great progress in economic and social development.Our country is a typical urban and rural social structure,this has resulted in a widening gap between urban and rural areas,the development of urban and rural is serious lack of coordination.Agriculture, rural areas and farmers problems restrict the rapid development of the whole national economy.Therefore,break the urban and rural dual structure,promote the coordinated development of urban and rural,implement urban and rural integration,is China’s basic train of thought to solve the problem of “agriculture, rural areas and farmers” in the new period.The basic idea is the important content of well-off and modernization.The report of party’s eighteen meeting stresses that solve the problem of “agriculture, rural areas and farmers” is the top priority of the party’s work.The urban-rural integration development is the fundamental way to solve the problem of "agriculture, rural areas and farmers".In early 2015,the government work report of The National People’s Congress and The national committee of the conference put forward that we should further promote the development of urban and rural areas as a whole,narrow the differences between town and country from the systems and policies,promote urban-rural workers and resource flows,promote the rational allocation of social resources,and thus contributing to the process of urbanization.Agriculture is the main industry of Hebei Province,The basic situation determines the problem of "agriculture, rural areas and farmers" will become the outstanding problems in Hebei Province.In 2013,to promote the development of the integration of urban and rural development in Hebei Province,Dingzhou and Xinji became the first province county(city) system reform pilot city,this initiative enhances vitality of county’s economic development.At the beginning of 2015,the government has increased eight pilot cities to looking for the road of Hebei Province.This paper analyzes the process、the stage and the regional differences of urban-rural integration development in Hebei Province,analyzes the main problems and reasons that exist in urban and rural development,and then put forward the countermeasures and Suggestions to promote the development of urban and rural integration.The full text is divided into five parts:The first part is the introduction,this part describes the background and significance of this paper, the research contents and methods as well as the focus.Then the part reviews the findings of urban-rural integration development at home and abroad,and pointed out the shortcomings of the related studies,this laid the theoretical foundation for the study of urban-rural integration development in this article.Finally,this part describes the difficulty and innovation of this paper.The second part is the overall analysis of urban and rural integration development level in Hebei province.This part describes the selected indicators of Principal Component Analysis,and using principal component analysis to deal with data.On the basis of the results of the analysis,the paper analyzes the process of urban-rural integration development in Hebei Province.Urban-rural integration development in Hebei Province is still in its infancy,the development of urban and rural is uncoordinated,the income gap between urban and rural is big.Part third first constructed the index system of regional differences in urban and rural development in Hebei Province,factor analysis of the data,and then cluster analysis of results,we can analysis the results and divide the eleven cities of Hebei Province into three categories,finally,the differences between these three categories will be described.The IV part is the problems of urban and rural integration in Hebei province.this part based on the foregoing findings,elaborate the problems of urban-rural integration development in Hebei Province:low level of urbanization,regional development imbalances;urban structure is irrational,cities lack of driving force;the level of urban-rural integration is incompatible with economic development;the path of urban-rural integration development is single,the industrial structure is irrational;the level of urban and rural integration lags behind the non-agricultural level,employment structure is not reasonable;lack of openness of the cities,the urban environment need to improve.Part fifth presents promote suggestions on the basis of the problems:promote the reform of related systems, improve the level of urbanization;adjust measures to local conditions to develop urban-rural integration,promoting coordinated regional development;planning of urban layout in reasonable,building the coordinated development of urban system;efforts to develop the rural economy and strengthen county economy;optimize the industrial structure and vigorously develop the tertiary industry;improve the openness of the city and optimize the development environment of the urban.It is efficient to employ the efforts from the national and local government,we should speed up the adjustment of urban and rural structure and promote the coordinated development of urban and rural,promote the achieve of urban-rural integration in Hebei Province.The focus of this article is the overall level of urban-rural integration development in Hebei province, the regional difference analysis and the corresponding countermeasures and Suggestions.The difficulty is select indicators and formulate suggestions.Studied the system of urban and rural integration in Hebei Province is the innovation.Especially considering the reality of the situation,evaluation index system was constructed integrated regional differences in urban and rural areas of Hebei Province.This paper using factor analysis, Q-type cluster analysis,and finally summed up the difference between cities,on the basis of suggestions put forward for the coordinated development of urban and rural areas of Hebei Province.
