Many scholars committed to rural public goods supply efficiency improvement and optimization studies, a large number of policy recommendations for policy-makers have a greater reference. Anhui Province is China’s large agricultural province, in order to further emancipate and develop the productive forces in rural areas, in2013part of the county, Anhui (district) is delineated as a comprehensive rural reform pilot, therefore, study the efficiency of public goods supply in rural areas of Anhui Province and its influencing factors in Anhui provincial rural economic development and reform has important significance.The reality for research and analysis of existing literature and Anhui current rural development, the paper focuses on the evolution of the division from the county perspective, empirical analysis through the use of DEA-Tobit two-stage model of supply efficiency and external factors present situation of public goods in rural Anhui province At the same time, and proposed to increase government spending to support rural public goods supply will further promote the rural county of Anhui policy recommendations to continue to deepen the degree of division of labor. This thesis consists of the following parts:The first part, carries on the brief elaboration to the supply of public goods theory and the theory of division of labor, analyzes the influence mechanism between public products and the evolution of division of labor, and to measure the degree of county of Anhui Province, the evolution of division of labor. We get, public products supplement each other with the evolution of division of labor, the supply of public goods can promote economic growth and can promote the deepening degree of division of labor; and with the degree of division of labor to a higher level of deepening, but also can improve the speed of economic development and the supply of public goods. At the same time, improve production technology will have a great role on the efficiency of rural public goods supply in County of Anhui province.The third part, impact on the efficiency of the supply of public goods in rural areas of counties in Anhui province external environment factor analysis. The main external factors by using Tobit regression model variables will affect the efficiency of the limited supply of public goods in rural areas of Anhui province through regression analysis found that the evolution of division of labor, the degree, the degree of fiscal decentralization, social consumption level has a positive promotion of efficiency for the supply of rural public products in Anhui Province, effects of the size of city level and counties population size on the efficiency of the county the supply of rural public goods is not significant, the level of economic development is negatively related to the efficiency of supply of public goods in rural areas of Anhui county.Finally, the main conclusions of the study are summarized, and put forward policy suggestions.
