In July2011, the Ministry of Science and Technology released "national twelfth five-year science and technology development planning", her overall objectives are: the independent innovation ability can have a sharp rise, core technology can achieve major breakthroughs in key areas, providing a strong support for speeding up the transformation of economic development patterns, basically completed a national innovation system of clear function, reasonable structure, benign interaction, efficient operation. In November2012, The eighteenth congress of the communist party of China report suggests that China should implement innovation-driven development strategy, improve the original innovation, integrated innovation, the introduction, digestion, absorption and innovation ability, pay more attention to the collaborative innovation. In November2013, the communist party of China approved "the central committee of the communist party of China about certain major issue decision", comprehensively required to deepen the reform of the science and technology system, establish production-study-research cooperative innovation mechanism.We can see from the above important historical documents that our country reached an unprecedented height for the high-tech industry, collaborative innovation. Science and technology is the first productive force, high-tech industry is a booster for a country and nation toward revival and prosperity, therefore, the research for the high-tech industry spillover effect and collaborative innovation has important theoretical significance and practical significance. Less research and development of high technology industry is not conducive to technological innovation, research and development resources to developed provinces concentrated hindered the spillover effects of R&D, which to a certain extent weakened the innovation drive, collaborative innovation for the promotion of technological progress. Therefore, for R&D input in the high technology industry to measure the contribution of technology innovation, as well as district domain R&D spillover effect to other provinces innovation measure of the influence degree, to the effect of the R&D investment in China’s high technology industry and make an accurate evaluation of technology innovation level. The quantitative research related high technology industries of collaborative innovation present situation has important theoretical guiding significance for Chinese innovation-drive and collaborative innovation policy.In the research of spillover effect and technology innovation for collaborative innovation, the literature about economic channels overflow is relatively less currently. According to the new economic geography theory, the "economic space" contact is more important than the "geographical space" contact. Additionally, the collaborative innovation research is limited to describe its characteristic at a qualitative level. It is more significant to study its condition and impact on technological innovation at a quantitative level. Theoretically, study on the relationship among regional knowledge spillover, regional collaborative innovation and innovation output can straighten out relations and operation mechanisms. In reality, it is conducive to adopt inter-regional policies, promote economic cooperation and exchanges.This paper is dedicated to measure the impact of knowledge spillover and collaborative innovation on technology innovation output. High technology industry is one of the important positions of international economy and technological competition. The development of high technology industry has an irreplaceable role to promote the upgrading of industrial structure, labor productivity and economic benefits. There is a virtuous cycle between R&D input and knowledge spillover mechanism. In the process of development of knowledge economy, we need to pay special attention to the organic combination between them, and improve the knowledge spillover effect to promote the regional economic development. Collaborative innovation and knowledge spillovers are inseparable, and regional collaborative innovation in high technology industry will promote the regional co-development.Based on the classical knowledge innovation function, this paper joined the geographical factors and specified the spatial weight matrix according to the "core and periphery theory" of new economic geography. Then we discussed the influences of R&D spillover effects and collaborative innovation on TFP growth, technical efficiency upgrading and technical progress by spatial panel data model. The conclusions are that R&D has a significant contribution on TFP growth, but the diminishing marginal returns of the R&D and the low level of R&D stock also lead to the phenomenon of "R&D productivity paradox" in some regions. The spillover effects of R&D do not have significant contributions to TFP growth in most of the regions. The too large or too small technology gap is not conducive to the knowledge spillover between the core and peripheral provinces. As to the collaborative innovation, the core and periphery provinces in eastern China can complement each other’s advantages and then realize the regional collaborative innovation. However, high-tech industries in central and western China do not form a virtuous collaborative innovation mechanism due to the limited resources of R&D and inefficient cooperation mechanism of government-industry-university-institute.
