The problem of food quality and safety is not only related to the consumer’s physical and mental health, social stability and harmony, but also related to the national image and reputation in the world. Our country and even all the countries attach great importance to the problem of food quality and safety, and try to find the efficient measure to solve this problem and guarantee the food safety, in order to make costumers buy "safe food". As one kind of popular food, the quality and safety of sausage is paid more and more attention. The fundamental reason of the problem of sausage quality and safety is information asymmetry among enterprises, consumers and supervision departments. Information asymmetry makes many enterprises that lack the responsibility sense produce unsafe food. As the tool of information disclosure, the traceability system of food quality and safety can use the mechanism of information transfer to improve information transparency of the entire food supply chain, and effectively alleviate the information asymmetry.Based on theories of sausages, food safety and quality management, traceability management, and combining with domestic and international practice experience, the paper tries to build Harbin sausage traceability system. Analyzed the main controlling links and occurring mechanism of food quality and safety based on the supply chain, meanwhile analyzed the tracing contents, tracing principles and required technical supports, which lay the theoretical foundation for the full text. What’s more, from the microscopic point of Harbin sausage industry, carried on the analysis of elements of traceability system of Harbin sausage quality and safety, and combined with the characteristics of Harbin sausage products, structure features of Harbin sausage supply chain, based on the investigation of circulation links of Harbin sausage products to propose the acquisition and recording of the key information in the traceability system, and to determine tracing units and tracing methods. Then, constructed traceability system of Harbin sausage quality and safety from the whole, based on construction objectives, construction principles and key tasks of traceability system, according to functions, traceability systems were divided into information management system of enterprises’ supply chain, terminal inquiry system and public data tracing platform; according to sausage circulation and processing, traceability systems were divided into traceability system of breeding enterprises, traceability system of slaughtering and processing enterprises, traceability system of sales enterprise and traceability system of logistics enterprises. At the same time, analyzed possible problems and obstacles of Harbin sausage traceability system in the process of construction and implementation, and aimed at these problems to propose some solutions, so as to achieve the efficiently operation and promotion of traceability system of food quality and safety.Traceability system of sausage quality and safety can effectively achieve information transfer and sharing to meet the needs of various information demanders, and to supervise and control the behaviors of food production enterprises, in order to guarantee the sausage safety from the source. The construction of traceability system of sausage quality and safety and ensure its effective implementation play an important role in improving the management level of sausage quality and safety.
