Since the1990s, vegetable industry in China developed rapidly, but the vegetableaccidents occurred frequently, which make vegetable safety problems take more and moreattention, and people began to study vegetable quality and safety traceability technology.Bring quality and safety traceability system into vegetable production can improve vegetablequality, ensure vegetable safety, and also has become the development trend of vegetableproduction.This paper relies on the project of agricultural quality and safety of Jilin World BankLoan, research the approach of establish vegetable quality and safety traceability system inJilin. Based on the research of vegetable quality and safety in Jilin, and vegetable productionquality management and the application traceability system situation in China, analyze thekey elements of vegetable production quality and safety, summarize the key aspects toestablish vegetable quality and safety traceability system, put forward the design scheme andsafeguards of vegetable quality and safety traceability system in Jilin. The main contents areas follows:(1) The study of vegetable quality and safety in Jilin.Combined with network information and survey situation of vegetable production inJilin, analyze vegetable quality and safety status in Jilin. According to HACCP principles,take the entire distribution process of vegetable for clues, from three aspects, that is prenatalproduction environment, agricultural inputs in production, and post-harvest processing,storage and transportation, to analysis the factors which affect vegetable quality and safety,and to determine the origin environment, water management, fertilizer management, pestcontrol, packaging and storage as the six key elements. According to national and industrystandards, raised the main index of pollution-free vegetables. That is quality standards of soil,air, irrigation water and the main pesticide residues.(2) The analysis of vegetable production quality management and traceability systemapplication situations.Through the research of vegetable production in Beijing, Shandong Shouguang, Zibo,based on the analysis of vegetable production and business enterprises, analyze vegetableproduction model, management and control measures, software and hardware platforms ofvegetable quality and safety traceability, the results show that the organization of "company+cooperative+bases+farmers", the production models of industrialization and standardization,management approach of information are the critical to establish vegetable quality and safety traceability system. At present, vegetable quality and safety traceability system has existsome problems, the implementation scope is small, the system is not perfect and theconsumer acceptance is low.(3) The research of vegetable quality and safety traceability system in Jilin.Through analysis the functions of vegetable quality and safety traceability system, frominformation collection, information processing and information services three levels, designthe general framework of vegetable quality and safety traceability system. Informationcollection layer using information real-time collection technology to obtain the informationof production, processing, storage, marketing and so on; information processing layer basedon encoding technology and data synchronization technology to build vegetable informationmanagement systems; information service layer using multi-platform retrospective structureof text messaging, telephone, internet, touch screen and etc.. Determine the coding principlesof vegetable base, processing enterprises, batch and the final product, and use ExtensibleMarkup Language (XML) to solve the data synchronization of heterogeneous database.(4) Safeguard measures of vegetable quality and safety traceability system.From the productive standardization, social information services, agricultural insurance,safety regulations and supervision system four aspects to elaborate the vegetable quality andsafety traceability system safeguards of the developed countries and our country, theestablishment of vegetable quality and safety traceability system safeguards also need:①establish comprehensive, detailed vegetable standards;②improve agricultural informationnetwork, gradually improve the social service system;③strengthen policy support foragricultural insurance, and construct the perfect agricultural insurance and financial services;④improve China’s legal system, to avoid law enforcement gaps, while establishing clearadministrative level and clear responsibilities regulatory system.
