In2003March, AY Telecom Company offcially launched operations in the city of AY, just be reaponsible for the construction, development and operation of China Telecom construction. In the company the main business includes the CDMA mobile phone business, fixed telephone service, Internet access and application, value-added telecom business, comprehensive information application and other multiple kinds of service.AY Telecom Company has17departments,5county-level branches and3urban business departments, a total of818employees. In the competition with China Mobile and China Unicom, China Telecom is at a disadvantage, so the situation of development in the city of AY area is very serious.In today’s increasingly competitive market, enterprises pay more and more attention to staff training work. However, in the AY Telecom Company, staff training work is not only lack of a complete system, but also exists many problems:such as the low satisfaction and evaluation of the company training,the single training method and type, the shortage of training plan, optional plan execution, the lack of strict implementation of training control and high degree of specialization about teacher training. All of this make the AY Telecom Company’s training work can’t promote the company benefit. Therefore, optiming the designment of the company staff training system becomes urgent.In this paper, on the basis of the theory of literature and information, in-depth AY Telecom Company issuing questionnaires, field visits to research, on the company’s situation, the characteristics of human resource and training present situation has carried on the thorough analysis, there exist many problems in the training of search, and analyzes its reason, then finally put forward the optimized design scheme from each AY Telecom Company aspect of training system. So we need to refine level training needs analysis, optimization analysis method in the aspect of training needs analysis; put forward a comprehensive analysis of enterprise training target, the scientific design of the training content, and detailed classification of training, innovatitive training method in the training plan; strengthen the internal professional trainer team construction, comprehensively enhance the training level of specialization and cooperation, and relying on external professional training institutions and universities to carry out staff training in the training team. In the implement of training,we put forward to strengthen the training of on-site management and the the training process monitoring and control to ensure the appropriate flexibility training plan. In terms of the evaluation of training,we suggest to optimize the training evaluation model, specific evaluation analysis process,strengthen the evaluation result feedback and application etc.Research on the AY guarantee mechanism of telecom company training system,this paper from improving the training department organization structure,perfecting the system of security mechanism, ensuring the availability of funds, construcing the positive corporate training culture and so on to expatiate. This study will provide a useful reference on the construction and optimization of staff training system in China Telecom Corp in the branch of the city or the ground level.
