Research On Land Use Planning Implementation Evaluation System Based On AE Platform

The evaluation of land use planning implementation is an important way to promote the implementation of planning policies and enhance the scientific nature of land use planning.The evaluation of land use planning has these characteristics like complicated process,heavy task and subjective factors,so there is a much needed for a stable,scientific and efficient information system to deal with this situation.Regarding the issue above,firstly,on the basis of deep research and analysis of the relevant theories of land use planning implementation evaluation,combined the characteristics of land use structure and the goal of city planning development to establish an evaluation index system from the achieve degree of planning objectives,the effect of planning implementation process and the benefits of planning implementation three aspects which is consistent with the development tendency of the social and economic.Then,reduced the number of evaluation index system and the degree of indexes information overlapped by constructing the evaluation model of land use planning based on principal component analysis.At the same time,the method which combined the range transformation and the coordinate translation is used to transform the negative index in the process of constructing the evaluation model,so that the evaluation indexes point to the same,reflect the implementation of land use planning in conmon.Finally,using ArcEngine platform and C#programming language,introducing the evaluation model of land use planning implementation to build Land Use Planning Implementation Evaluation System,making a systematic evaluation on the implementation of land use planning in Guangzhou.And achieved the basic geography,land planning and other data of the digital management to facilitate the relevant data updates,query and storage work,saving the occupation of human resources.The experimental results show that,the system made a more accurate evaluation of the implementation of land use planning under the premise of stable operation,and improved the efficiency and timeliness of the evaluation of land use planning to a certain extent.
