Study On The Transfer Of Rural Surplus Labor Force In Enshi City

Enshi City in Hubei Province is a prefecture level city which has an agricultural ecological resources and a large number of rural population. According to estimates, the proportion of the rural population in the total population of the city reached75%. Due to the influence of the comprehensive factors of social environment and the level of economic development, Enshi is also one of the eleven destitute areas. According to the calculation, there are a considerable number of rural surplus labors in Enshi City. In some towns, there are a large number of rural surplus labors, and in recent years the transfer speed is very slow. In this paper, I use the method of Chen Xian Yun to calculate the proportion of the surplus labor in the total labor on the basis of the analysis on rural labor force in Enshi city. The data shows that the remaining proportion of Enshi City is13%in2011, some villages and towns such as long Feng town is60%, and the proportion is very high. The phenomenon is very serious. Not only does it affect the development of Enshi, but also it is a great waste of local human resources. It also makes against the construction of the new countryside of Long Feng town.In the beginning of my study, I review the theory on rural surplus labor in domestic and foreign countries. Then I study the basic situation of the labor in Enshi, also I use the method of quantitative analysis to calculate the number of rural surplus labor in Enshi city and the Long Feng town. Based on the data which comes from the survey in five administrative villages of Long Feng town analyze the reasons why rural surplus labor force generated and the transfer characteristics, effects. After the analyses, I combine the relevant materials of Enshi, describe the existing problems on the transfer of rural surplus labor in Enshi, and analyze the causes of the problems. On the grasp of the situation on rural surplus labor transfer in Enshi refer to the experience on surplus labor force transfer of rural areas in domestic and foreign countries and analyze the advantages and disadvantages. At last, I put forward the mode of rural surplus labor transfer in Enshi and some policy suggestions and measures for government.
