| The port is the national foreign exchange portal, is to provide domestic and foreign personnel exchanges, foreign trade and transportation of entry and exit sites, has become a national increase in fiscal revenue, promote the development of foreign economic, an important channel for international exchange and cooperation. In the port opening and management in the process, China has successively promulgated the laws and regulations system, to standardize the administration of, play a very important role in promoting economic and social development. In combing management policies and regulations of ports in China basis and research achievements, especially in the open and subsequent management process, the author found that when a port operation efficiency, functional decline, even to shut down or relocate the situations, our lack of port withdrawal system specification and execution of the program, resulting in the port supervision power and port places unreasonable resource allocation, disorderly, confusion of port operation and supervision.In this paper, based on the work practice, taking Zhejiang Zhoushan port as an example, the analysis of its typical characteristics and problems of entrance for research, the establishment of the Zhoushan seaport benign exit mechanism were discussed, and combined with the port management experience of foreign countries, reviews the history of development of Zhoushan port, port contribution ratio of economic society, the use of new public service theory put forward the necessity and feasibility of establishing the withdrawal mechanism of port management. And from the government management and service functions, the work principle and the scientific establishment of Zhoushan seaport benign exit mechanism, the institutional framework of benign exit mechanism architecture at Zhoushan port, and to evaluate the mechanism from the dynamic (scope of application, assessment methods,assessment project,quantitative-standard), organization-system,system-implementation program form the system is more complete, scientific system. In the trial process of the system, according to the business situation and requirements of object views, puts forward the system revision, improve, so as to the mechanism innovation promoting regional port economic transformation, and to fill our country port opening follow-up management program deletion as a practice exploration. |
