Port plays an important fundamental role to develop the national economy. Therefore our government enhances the investment in port infrastructure, generalizes and deepens the reform of port management to pace up the port construction in our country. Simultaneously, due to the feature of port financing (huge investment, long recycle term), the main investment part is still in short, preventing the development of port economy. In turn the status of deficiency of supply of port infrastructure is incommensurate to the sustainable, fast-developed national economy. In addition, with the separation of government and enterprise in the reform of port management, the problem of putting more emphasis on governmental action while less on enterprise's action is highlighted, which became the new negative factor for the development of port. And it has become the focus as to how to reduce the cost of port construction and maintenance in maximum and which high-efficient mode of port management is used on the premise of relieve the burden of national public finance while ensure the high-efficiency, advanced, low-cost port infrastructure.With the brief introduction of present status of financing through multi-channel and business diversification as well as the trend of privatized ports throughout the world, the paper describes the necessity of the multi-channel financing and business diversification in our country. Through the analysis and comparison of the current management mode of landlord port, the paper presents a port mode of landlord which embodies the function of financing as well as the mode of port management. The paper analysis in detail its basic type, advantages and disadvantages, the difference and similarity between mode of landlord port and BOT in terms of financing method., working mechanism as well as several examples of ports used this mode, especially Rotterdam port, the typical landlord port listed and analysized hereafter. The paper describes the necessity and urgency of implementing landlord port mode in our country and problems to be solved including some suggestions.The paper consists of five chapters. The first chapter carries out the generalsituation of port construction in our country and the related study in the world. The second chapter fully expounds the port financing and management mode in our country. The third chapter puts forward some suggestions after the analysis of the world ports financing and management mode. The fourth chapter theoretically analysizes the landlord port mode. And the fifth chapter provides an outlook as to future landlord mode used in our country and proposes some approaches to the potential problems if use landlord mode with the hope that China's ports will be prosperous for a long time.
