After the Port System Reformation in China, Chinese ports are facing the transformingfrom planning economy system to marketing economy system. The ports operation anddevelopment turns to local domination from state domination. For the great support tonational economy and other industries, Chinese ports made a great progress in“11th-five-years” period. The local governments are paying more and more attention to theport industry.As the globalization and worldwide trading flourishes nowadays, the shipping companyare getting more concentrate on port usage. For the ambition of being the core position inlocal area, Chinese sea ports began to use low price policy in competition in market share.As one of the most famous ports in China, Tianjin Port owned a long history. It is a veryimportant trading port and channel for Beijing-Tianjin-Hebei, and it provide a great supportfor local economy. As the rise of the ports nearby recent years, bulk and general cargobecomes the focus of the competition between the ports of BoHai. Tianjin Port is facing theloss of market share. How to make a logical pricing system in current regime frame? Andhow to deal with the challenge from other port nearby in price policy and still keep thesustainable development of Tianjin Port? Those are the urgent problem Tianjin port shouldface.The article starts from the principle of pricing theory in the Economics, and the researchmethod is as the follow:The first, the article collects the current port pricing system in bulk and general cargo,not only the Chinese port pricing system in coastal port, but also the pricing system inforeign ports, like United States, Europe, Japan and so on. And sum up the valuableexperience for Tianjin Port.The second, the article analyze the port operation business of bulk and general cargo inTianjin Port and the situation of Tianjin Port in the regional competition of Bohai Gulf. Theanalysis of future development of Tianjin Port and other ports in Bohai Gulf, support thefollowing study of pricing system.The last, on the basis of current port pricing system of bulk and general cargo in Tianjinport, the article gives an evaluation of the price level and pricing system of Tianjin port. And put forward what Tianjin Port should do in the port pricing system, which contains theestablishment and the adjustment of price system. For the specific cargo type and servicetarget, there’s different pricing strategy.After the study, there comes to a sum up of the port pricing theory in Economics. Afterthe supply-demand module design of port pricing, there comes to some conclusion for thefuture development of bulk and general cargo of Tianjin Port:Price is just one element among all the elements in port competition. When makingprice system, the port enterprise should balance the operation efficiency and port operationprice. Good service with good price is the key to a long-term development of port. For thespecific cargo type and hinterland type, there should be different pricing strategy. For thedifferent contractor, there should be different service and price. The profit condition ofupstream and downstream of the industrial chain should be highly focused, that’s whatTianjin Port can get from the price adjustment.The article finally gives some suggestion and advice:1. Tianjin port should do more optimization in port construction, port access route andoperation management. To keep costs low and try to provide good service with good price.2. Make more contact with ports in neighborhood, and try to build the correspondingcompetition relationship with other ports in region.3. Establish the price index monitor platform, keep monitoring the market runningstatus, make warning analysis regularly, and make a flexible and prompt price adjustmentsystem.4. For the hinterland feature and different kind of client, there should be differentpricing strategy.5. Make a differentiation development way, try to take part in the market competitionvia some non-competition, like service quality, operation efficiency, better access route.Establish the regional price influence by dominant cargo type.6. Try to strive for the financial and policy support from local government, with helpfrom many sides, enhance the capability in market competition.7. Enhance the close cooperation with shippers and important vendors; take part in thetotal logistic management. With capital link, to build profit community, keep a stablebusiness and a massive proft.
