An Exploration Of Rural Maternity Insurance Based On The Perspective Of Urban-rural Integration

"Illness and death,basicnecessities,"is not only a closely related problem to the masses, butalso a real big event to our government and society.However, in these problems,born is located on the first place, the pension was subsequently located, which can be thought of the importance of its position.Fertility behavior on the surface is just a family affair, simply a continuation of the family. In fact, from the analysis of the social level, fertility behavior is the behavior of human reproduction, reproductive behavior is essential to the sustainable development and prosperity of our society.Maternity insurance as a system to protect women’s rights,is concerned by the foreign countries of the world.Because of the obvious dual structure between urban and rural, resulting in the urban and rural insurance system also presents the trend.At present, China has established maternity insurance for urban enterprise workers, but alsofor urban residentsin seven pilot cities.However,in rural areas, which has the majority of the population,our country still does not establish the appropriate maternity insurance system, so most of the costs incurred by maternity, which for low-income rural residents, the economic burden is very heavy, and for the majority of rural women is extremely unfair.Therefore, the government must attach great importance to fertility problems of rural residents,by establishing a form of maternity insurance for rural residents, to give rural women a fair fertility treatment. By reference to relevant literature,the author is to research onthe establishment of ruralmaternity insurance systemand proposed to establishrural maternity insurance on perspective of urban-rural integration.Thearticle introduces the theory and concepts related to rural maternity insurance, including Marxist theory of population reproduction, reproductive behavior theory of cost-effectiveness, fairness and effectiveness of the principles and market failure theory. Secondly, by reviewing development process of maternity security system in rural areas, to analyze the situation of rural maternity securitysystem,in order to find the low level of the security, rather than fragmented systems and policies propaganda shortage and other issues, the establishment of rural maternity insurance in order to prove the real needs of maternity insurance in rural areas.Then, on perspective of social equality, contribution to the economy, enhance human capital, dispersing reproductive risks and improve the rural security system, in order to demonstrate that the establishment ofthe rural maternity insurance is necessary.At the same time conduct a feasibility analysis from financial support of the government and farmers’ awareness of insurance and other aspects.Finally, by the five aspects of coverage, sources of funds, payment of the treatment conditions, the pay standards of hattreatment, fund management for comparative to analysis urban maternity insurance, maternity insurance for urban residents and rural maternity protection, and then summarize some available experience for rural residents and on this basis, based on the perspective of urban-rural integration, proposed to build the basic ideas of residents of rural maternity insurance system.Based on the perspective of urban-rural integration, the basic framework of the construction of rural maternity insurance include the following aspects,(1) the scope of the insurance:a rural membership account, and did not participate in rural maternity insurance for urban workers;(2) fund raising mode:take government financial assistance to raise funds to build rural maternity insurance special fund;(3) standard treatment:include reproductive and maternity benefits;(4) fund management: implementation revenue and expenditure management, fixed income support, balance, various agencies and regulatory bodies need to strengthen supervision. In addition, the paper argues that the policy should also be good publicity, establish and improve relevant auxiliary cross-regional coordination mechanism and rural maternity insurance and new rural cooperative coordination mechanism.
