Social security,closely related to everyone’s life,is the foundation of personal survival and development,and the cornerstone of social stability and harmony.To guarantee the reproductive rights of female workers,a separate maternity insurance in China was set up in the early stage of maternity insurance.With the increasing number of insurants and improved maternity insurance system,female workers who participate in maternity insurance have already enjoyed reimbursement of maternity medical expenses,prenatal examination fee reimbursement,reproductive expenses reimbursement,fertility allowance and many maternity insurance treatments.From Jan.1st 2016,the ’two children’ policy has been implemented in China.In response to this policy,the medical services institution of Fuzhou has introduced a number of maternity insurance policies to improve the insurants’ maternity treatment,simplify the reimbursement process and alleviate the burden on enterprise by reducing the maternity insurance rate.The purpose of this study is achieve the three-way win goal,which includes the reduction of corporate fees,improved insured personnel and the service efficiency of the institution,through improving the maternity insurance policy to promote the reform of maternity insurance and medical insurance system.This paper summarized the factors that affect the implementation of maternity insurance and medical insurance through the study of the present situation and practice of 12 pilot cities determined by the Ministry of Human Resources and Social Security.According to the integration policy of maternity insurance and medical insurance in Fuzhou,it was concluded that the scale of maternity insurance in Fuzhou is too small,the reimbursement ratio of prenatal examination is low,the instant credit card settlement rate of medical expenses is not high,and the risk fund running of maternity insurance.In this paper,by the methods of literature analysis,questionnaires,and case interviews,we proposed to expand the coverage of maternity insurance to achieve social equity,allow individual account balance funds for prenatal examination to improve efficiency of health insurance fund,collaborate management module within the organization to achieve maximum efficiency,measure the financing standards of maternity insurance and medical insurance to ensure the smooth operation of the fund,improve the service of medical institutions through strengthening the management of fixed-point medical institutions.
