Fertility is the only way to continue life and is an indispensable part of society.As the main body of childbearing,women need to withstand psychological and physiological problems such as work suspension,pregnancy bleeding,and side effects left after surgery.In order to protect women's rights and interests,improve the health of the population,and reduce the pressure on families to support the elderly,the maternity insurance system was born.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has paid full attention to women's health rights and interests,and has regarded improving women's health as one of the important goals for the construction of a healthy China.Based on my country's basic national conditions and the staged characteristics of development,it has steadily promoted the reform of my country's maternity protection.After long-term reforms and adjustments,the function of the maternity security system serving the people has been significantly enhanced,the level of maternity security has gradually improved,and the fairness and durability of the maternity insurance system havebeen significantly enhanced.However,compared with the goal of fully building a multi-level social security system that covers the whole people,has clear rights and responsibilities,and provides adequate protection and sustainability,my country's maternity insurance system is relatively lagging,and there are certain unfair problems in the operation of maternity insurance.Therefore,in order to promote the equitable development of maternity insurance benefits,this paper chooses the status of the maternity insurance participation and treatment level of urban female employees in Xiangxi Prefecture as the research point,analyzes the existing problems,and discusses the optimization measures.This article is based on the theory of fairness,combined with literature research methods,questionnaire survey methods,semi-structured interviews,and comprehensive analysis methods.It takes urban women workers in Xiangxi Prefecture as the survey object and sorts out 400 questionnaires and 32 interviews.analysis.The study found that with the gradual improvement of the maternity insurance system,urban women workers have a higher willingness to participate in maternity insurance and the amount of funds has increased year by year.The maternity leave time is generally higher than the basicmaternity leave.The maternity reimbursement channel is smoother and the urban employees are more satisfied with maternity insurance.High,the difference in subsidies for childbirth medical expenses is high.Based on the analysis of the fairness status based on the three aspects of system,group and treatment,this paper finds that the current maternity insurance system needs to be improved,the difference in maternity insurance treatment is obvious,and the imbalance of maternity insurance participation.Among them,the system design needs to be improved,which mainly reflects the limitations of the participation conditions and the blurred reimbursement standards;the difference in treatment is obviously mainly reflected in the differences in maternity leave,maternity allowances and medical subsidies for employees in different counties and industries;the uneven participation status It mainly reflects the narrow coverage of maternity insurance and the existence of loopholes in insurance for enterprises.These problems directly lead to unfair treatment of female employees and hinder the improvement of the maternity insurance system.To alleviate the unfair of urban worker bears insurance policy issues,in Germany,France and Japan have securitysystem experience for reference,by strengthening the top design,birth insurance perfect birth maternity leave system,increase the reproductive health service supply,promoting the construction of birth insurance laws and regulations,strengthen fertility security supervision and management,steadily promoting birth insurance into the medical insurance reform.Make every effort to perfect our country birth security system from many angles,realize the essence of birth security rights and interests fair.
