Quality management means determine the quality policy, objectives and responsibilities, through the planning, doing, checking and acting (PDCA) four stages, to achieve all the management activities. Our petrochemical enterprises has been applied the theory of total quality management in the actual management process, But its further development is restricted because of the out-of-date managerial concept and mode, there is a serious "two peels" phenomenon in carrying out the whole quality management system. To a large extent, the quality management level is determines the overall development of the petrochemical industry. Some multinational oil companies have established a distinctive quality management system, and good results have been achieved in the process of practice. In the face of global economic integration and the domestic market competition heats up, petrochemical enterprises should be fully aware of the grim situation. It is very important to strengthen quality management and enhance the competitiveness of enterprises.Sinopec Hangzhou petrochemical Company Limited (Hangzhou petrochemical) is a Small refinery of Sinopec Group. It has a history of more than60years and the earliest domestic enterprises involved in white mineral oil production and sales. Unlike traditional gasoline, kerosene and diesel products, white mineral oil has been walking the purely marketability path. But because of some policy and management shortcomings, Hangzhou petrochemical’s white mineral oil production quality has not been able to satisfactory. In recent years, customer complaints were increasing and the white mineral oil market has been declining. Therefore, improving the Hangzhou petrochemical’s quality management system is significant to the quality of products and the developing of the market.In this paper takes Hangzhou petrochemical as the object of study, by comparing with quality management status between Hangzhou petrochemical and other Multinational Petrochemical Corporation, find out the problems existing in the quality management of the company, and the reasons for the deep-level analysis, bring forward a series of feasible countermeasure and advice like reinforcing training、 enhancing field Management、creating a cultural system of quality management. For Hangzhou petrochemical, this research offered a specific template of quality management to improve operation, besides, it will bring more practical application of strong value.
