Due to the accumulation of China’s construction enterprises, the construction market is becoming a buyer’s market in which users of Construction Enterprise (developers) are scarce. As direct users of construction enterprises, developers are satisfied with "quality" or not are related to survival and development of the entire construction enterprises. In this context, how to evaluate the satisfaction of the construction business users has become an urgent problem. But so far, a scientific and complete Customer Satisfaction Evaluation System of China’s construction enterprises has not been established. Therefore, it requires constant development, improvement and implementation.The paper mainly uses the methods and techniques combined with qualitative analysis and quantitative analysis, expert interviews and client surveys, and theoretical research and empirical research. The paper not only pursues the model scientifically, rigorous, comprehensive and innovative, but also pursue the practice operability.First, this paper introduces the Customer Satisfaction theory. The paper analyzes the characteristics and actualities of construction enterprises in China, researches the relationships between developers and construction companies, and studies the results of customer satisfaction measurement models. On this basis, the measurement modes of customer satisfaction and customer loyalty of China’s construction enterprises are built. From two aspects of necessity and importance, a Customer Satisfaction Evaluation Index System of China’s construction enterprises is established. Through distributing questionnaires and calculating weight, each indicator is obtained. Enterprises can improve selectively based on these data.Secondly, a Customer Satisfaction Index model of construction enterprises in China is built by studying, comprising, and drawing lessons from domestic and foreign research. However, the model is not conducive to the implementation of evaluation. The paper proposes and builds the Customer Satisfaction Index circulatory system and evaluation system, and use the principal component analysis to solve.Finally, in order to win in the market competition, construction enterprises need innovate and improvement thoroughly. The end of the paper describes the importance and improving processes of continuing improvement of customer satisfaction, and proposes strategies on how to improve customer satisfaction of construction enterprises from two sides of increasing customer perception and keeping customer reasonable expectations.In order to better regulate the construction market and more effectively carry out customer satisfaction survey, the network of customer satisfaction measurement system must be popularize and open, and the results of customer satisfaction survey must become one of reference standards in tender and bid evaluation. This will be the direction of the construction market development in the future.
