Provides a good opportunity for the Chinese engineeringcontractors to develop Central Asia market, the quantity of Central Asia internationalengineering project will increase rapidly. International engineering project has agreat deal of uncertainty, contains many risk factors, these factors connect with eachother, mutual influence, mutual transformation, complicated interweave together.Facing the new environment, the company should be ready for a new challenge, therisk control as the important content of project management.Provide some theoretical analysis and the suggestions for Uzbekistan civilproject investment risk control, enhance Uzbekistan civil project investment riskcontrol ability and project personnel’s awareness of risk control. Face the risk, keepcalm and sober mind, adhere to the attitude of seeking truth from facts, usingscientific methods and means, risk in expected, ingenious, carefully to prevent anddeal with a serious risk, control the general risk, good at using risk gain economicbenefit, become a charioteer of risk. In this paper, combining the situation of Uzbekistan and the actual condition ofour company, from the perspective of the subcontractor, using the analytic hierarchyprocess (AHP), fuzzy hierarchy comprehensive evaluation method, identify, analyseand evaluate Uzbekistan civil project in JCCC investment risk. Project investmentrisk can be divided into system risk and non-system risk, systematic riskcomprehensively from the viewpoint of PEST identification. Unsystematic risk fromvertical value chain management and horizontal project implementation process isused to identify the key, and in view of the identification of risk factors, put forwardthe countermeasures to prevent and control the risks, reduce project investment risk,for improving economic efficiency.Engineering the competitive power of enterprise in China, guided by the overallinternational engineering project risk management ideas, combining situationUzbekistan civil project in JCCC, analyzes in detail the subcontractor of system riskand non-system risk, through investigation and expert scoring recognition projectrisk factors, the central Asia international contract engineering project risk levelfigure, the establishment of a reasonable comprehensive international projectinvestment risk evaluation system, using MATLAB software to calculate the weightof risk factors, using the analytic hierarchy process and fuzzy comprehensiveevaluation method to evaluate project risk, the entire project investment riskcomprehensive evaluation level.For improve the ability of bid in Central Asia the project bidding, in this paper,have made a lot of research on the Central Asian region special political background, economic environment, social and cultural, and to know the local market andprovide appropriate advice and reference to the company’s subsequent bid.This article from the perspective of the subcontractor, for the development ofcentral Asia international engineering contractor provides a scientific riskmanagement framework, to evaluate the investment risk analysis, and puts forwardcorresponding precautions and countermeasures against all risks. Help the contractoradopt scientific management methods, for reduce risk to the greatest extent, create agood economic benefit.
