Compensation And Resettlement Of Land-lost Farmers Of Hainan Province Countermeasures

Since the21st century, China has entered into a new period of rapid development for the reform and opening-up. The rapid development of urbanization must be accompanied by the requisition of the rural land; consequently there are large numbers of land-lost farmers. With the growing quantity of land-lost farmers, it leads to many social problems, such as the antagonism between farmers and governments, and conflicts between people and lands etc. The most serious problem for land-lost farmers is the compensation for the requisition of the rural land. Regarding the current situation in Hainan province, the most common problem is that farmers can not be compensated properly. As Lingshui country is the leading area, the adequate solutions to the compensation for the land-lost farmers are related to the smooth development of Hainan province, thus to establish an international tourism island.This article collects the compensation for the land requisition in the villages of Hainan provinces by means of comparison study, document study and method combining theory with practice. Based on this, it explores reasons for the success of compensation and settlement mode in Lingshui country. It points out that this mode can be applied for the reference to improve compensation and settlement mechanism, completing the land requisition system in Hainan province.The study of compensation and settlement mode can effectively eliminate the conflicts between farmers and governments. After the implementation of new compensation and settlement mode, the land-lost farmers not only join in the land requisition spontaneously, but also cooperate with the governments, which reduces governments’workload. The centralized settlement can improve the intensive use ratio of the land, promoting the intensive usage of the land and providing the conditions for the development of the large area land. Farmers do the land requisition by themselves with the domination of the governments, which enhance the right to know and arouse the enthusiasm of farmers involved in the land requisition. Then the phenomena such as rush for establishment and cultivation can be completely eradicated, resolving the contradiction between farmers and governments.
