Study On Land Requisition And Cultivated Land Protection In The Process Of Urbanization In Jilin Province

Urbanization is the inevitable trend and objective requirement for economic and social development. At present, China has stepped into the period of rapid urbanization. With the rapid advance of urbanization, the urban development will inevitably take up and continue to take up more and more cultivated land while earnestly safeguarding food security is one of China’s first priority, which leads to the increasingly serious contradiction between the cultivated land protection and high-speed urban development. So there is important practical significance on how to explore a road to new urbanization, coordinating and improving the relationship between the rigid demand on land and cultivated land protection in the process of urbanization, insisting to promote cultivated land protection by urbanization development and urban development in protection and realizing the win-win situation of urbanization development and cultivated land protection.Jilin province, as a big agriculture province in our country, has an increasing demand for land with the rapid development of economy and the speeding pace of urban construction, therefore problems on land resource utilization and management arise accordance. Problems such as nonstandarded rural land circulation, generally illegal land seizures, unreasonable land structure, low efficiency, idle local land resources, serious waste, damage on the interests of farmers, the insufficient government regulation, difficulties in applying the cultivated land protection policy, lack of funds of small town construction exist to varying degrees, the contradiction between land requisition and cultivated land protection is increasingly prominent. Therefore, in order to alleviate this contradiction and realize the sustainable utilization of land resources, this paper chooses the Jilin province as research object, carries out in depth analysis on the land expropriation and present situation of cultivated land protection in the process of urbanization, the existing problems and causes, puts forward the countermeasures and suggestions to solve the problem, providing reference for realizing the scientific urban and rural land planning required by The eighteenth national congress of the communist party of China, protection arable land minimum and realizing food security and sustainable agricultural development.Beginning with background research, this paper, on the basis of defining relevant concepts, reviews the research results domestic and abroad about land expropriation and cultivated land protection in the process of urbanization and focuses on the relationship among urbanization, land requisition and cultivated land protection. Together with the present situation of urbanization development, land expropriation, and cultivated land protection, this paper finds out the main problems existing in land requisition and cultivated land protection in the urbanization process of Jilin province, and then analyze the main reasons for its existence in view of these questions, refer to the research results and experience at home and abroad and puts forward countermeasures and suggestions to promote sustainable utilization of land in the process of urbanization of Jilin province :(1) promote the overall development among urban planning, land requisition and cultivated land protection;(2) improve the rural collective land and housing land market;(3) establish an efficient, intensive land use evaluation index system;(4) steadily promote rural land property rights system reform;(5) establish and improve land resource protection system;(6) amend laws and regulations for land resources protection.
