Risk Management Study Of Large-scale Coal Gasification Project

Modern coal chemical industry is an industry department with the features of high input, high tech and high risk, and is easily influenced by many uncertainties such as markets, policies and economic situations. Therefore, its risk management becomes especially important, and attracts high attention from the investor, government and academia. The project risk management is deeply studied abroad, especially in Europe and America, and the rich research achievements are widely applied in IT, military and engineering construction field. In China, the theory and method of project risk management have been studied and applied since the beginning of1980s. However, there are less studies and applications of project risk management on the coal chemical industry field, especially on the coal gasification project, and the risk evaluation index system is not yet perfect.By considering the features and investment risk of large-scale coal gasification project, all the risk factors were identified using relevant management theories and tools, and subsequently the risk factor list was formed.The basic risk factor evaluation method of large-scale coal gasification project was determined in this paper. Taking account into the risk features of large coal gasification project and the analysis of possible risk consequences in different project stage, the risk evaluation index system and evaluation standard of large-scale coal gasification project was formed.The empirical analysis of Da Tong SNG project which the author worked on was also carried out. By utilizing the risk evaluation index system and risk evaluation tool of large-scale coal gasification project, the risk rank of Da Tong SNG project were evaluated, which provides the basis for working out pertinence measures of the risk management and control of the project.
