The Equipment Procurement And Bidding Administration Of The Thermal Power Construction Project Based On LCC

The annual economic growth still keeps at around 8% although the Chinese economy is influenced by the international financial crisis in last 2 years. Because of the large scale electrical power construction, plus the expansion of the domestic demand to stimulate economic growth for other construction projects, it has given rise to the explosive increase of the electric power materials demand, the increase of the equipment and materials prices, supply and demand conflicts. Each year the government at each level needs to spend huge money to purchase the equipment and devices and the equipment purchase is realized through adopting the bidding procurement in the current market economy situation. The bidding procurement adopted in the equipment purchase embodies the fairness,justice and publicity, which not only is a better way to purchase the cheap and good equipment, but also to get a long and high quality service for the investor.This paper make the life cycle of electrical equipment performance evaluation, introduce the basic theory of the project procurement management in the project management, set forth the basic theory on equipment procurement contents, methods and bidding aspects for the conventional coal-fired power Units including the management implications and a whole bidding process. Summarize contents and characteristics of equipment bidding management for thermal power construction projects by means of the study on the equipment procurement management of the thermal power construction projects, with the Life Cycle Cost (LCC) equipment theoretical analysis of the specific process of bidding and evaluation process and cycle cost analysis of Cost Breakdown Structure (CBS), using Analytic Network Process (ANP) and Super Decisions software, to improve procurement efficiency and reduce waste in the procurement process.
