As the traditional industrial society changing into modern information society, Projectlized society is increasingly improved. Such as Power transformation projects, urban heating projects, municipal pipeline project are all closely related to our daily life. The management process of all these projects including time management, cost management, quality management, risk management and project procurement management. In addition to the feasibility of the project, more important is the quality of its management implementation process for the success of a project. To make a project smoothly through the completion inspection, In addition to effective coordination and cooperation of each management procedure, the most important thing is procurement management which is the cornerstone of project management.
