The "oil to coal" project is one of the most important methods to low the production cost in Liaohe oilfield and it has brought remarkable economic benefits. But nearly300,000tons of the annual emissions of fly ash also induce tremendous local environmental problems. The environmental benefits of fly ash has a close combination with the economic and social benefits, it acts as an important part of comprehensive evaluations on the project benefits of fly ash. It is an important part for "oil to coal" project running smoothly, improving the corporate image and fulfilling the social responsibility of corporate to evaluate the comprehensive utilization of fly ash benefits, especially the environmental benefits. This paper will be devoted to this and to provide scientific evaluation tools and methods for improving the efficiency of comprehensive utilization of fly ash in Liaohe oilfield.This paper first analyzes the research progress of utilization of fly ash and benefit evaluation methods in home and abroad, aiming at the shortcomings of the actual comprehensive utilization of fly ash in China, combining with the present situation of ZX company in Liaohe oilfield, then put forward the suitable methods for Liaohe oilfields, constructs the evaluation index system of comprehensive utilization of fly ash. The constructed evaluation index system includes4first-level indicators,14secondary indicators, which includes environmental quality, resource consumption and environmental protection, and so on. This paper uses AHP (proposed by T.L.Saaty) to analyze the evaluation index system, uses the way of expert scoring to obtain the weight of each index, generates the weight vector matrix. Then, this paper constructs the index weight of subordinate function and according to the actual survey results, calculates the scores of every program on the various indicators. Finally, this paper puts forward some targeted suggestions on improving comprehensive utilization of fly ash in Liaohe oilfield; it provides other alternatives to perform certain guidance.Part of the research results has been approved by the environmental protection department. The proposed method evaluates the comprehensive utilization of fly ash; this will provide guidance to the problem.
