Based on policies, capital, technology and talents, and so on, China’s economy has achieved leap-forward advancement and shows great development potential. However, behind the infinite scenery, environmental problem, with the trend of intensification, becomes a constraint in the development process of economy and society. In China, power sector is of great significance and plays a role of pioneer in ensuring the operation and development of other industries. At the same time, power sector discharges contaminations quite a lot because of the ingrained traditional power consumption structure. China constantly pushes on the process of green development and chooses power sector as a sally port of environmental management with instant effect. Among many of green power, biomass power generation is an important type with bright application prospect and strategic value. However, on account of limiting factors such as fuel supply, construction cost and operation cost, biomass power generation in China still walks with difficulty and has a long way from the goal.With rise for the sake of biomass power generation, this paper, from the point of environment, sketches out relevant theories and estimates its environmental cost and alternative environmental benefit in view of the life cycle. The results indicate that biomass power generation has environmental external economy. The environmental cost of a25MW system of straw direct-fired power generation is about31,801,564yuan per annum. Compared with coal-fired power, straw direct-fired power generation can create0.4743yuan per kilowatt hour of environmental benefits.The research prospective in this paper is of forwardness and value. On the one hand, research on environmental cost of biomass power can input fresh blood for environmental accounting which shows great value in theory. On the other hand, estimating environmental cost can provide a new prospective to optimize the biomass power generation further. The measured results of alternative environmental benefits lay a foundation for enlarging the advantage of biomass power generation and provide data support for our government to set rational electricity price, fiscal subsidies and tax deduction and exemption. All these demonstrate positive practical significance.
